Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI4052 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-19. The National Institute of Allergy and Infectious Diseases intends to negotiate on a sole-source basis using simplified acquisition procedures with the Johns Hopkins School of Medicine in Baltimore, Md. for clinical specimens. The Hopkins School of Medicine has had longstanding access to patients with sexuazlly-transmitted diseases and has provided diagnostic testing services using advanced molecular probes for chlamydia, gonorrhea, syphilis, trichomonas and HIV for the Institute for the past eighteen (18) years. Dr. Charlotte Gaydos oversees the highly specialized training of technicians and performance of these tests that are used throughout the Johns Hopkins University, and the laboratory is approved by the Clinical Laboratory Improvements Amendment. For the good of the government, the vendor should not be changed now because many of the patients who have provided clinical specimens to this laboratory for past and current studies will be followed in the future; to change patient populations now would make such prospective follow-up impossible and seriously limit the number and kinds of scientific discoveries that can be derived from this data. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 621511 and the small-business size standard is $11.5 million dollars. These items will be delivered to a NIAID facility in Baltimore, MD. This is a fixed-price contract and the FOB terms are ?Destination.? The anticipated period of performance will be 04/15/04 ? 09/30/04. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors ?
