Description
Description: The United States Department of Agriculture (USDA), Agricultural Marketing Service (AMS) Cotton Program has a need for wire bale ties, round, 10 gauge, 10 feet 3 inches long, and 10 feet long respectively. Sample ties will be required as part of the proposals. This procurement will be awarded as a firm fixed price contract, FOB Destination. All items shall meet the specifications and standards for bale ties as stated in the Specifications for Cotton Bale Packaging Materials, dated July 2003, published by the Joint Cotton Industry Bale Packaging Committee (JCIBPC) and available through the National Cotton Council?s web site www.cotton.org and clicking on Science & Technical. The AMS Cotton Program intends to procure 14,200 wire bale ties 10?3? and 3,540 wire bale ties 10? a total of 17,740 bale ties. Deliveries shall begin July 1, 2004. There are approximately 12 shipping locations. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-12. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Changes-Fixed price 52.243-1 (8/87); Instructions to Offerors ? Commercial Items 52.212-1 (1/04); Evaluation-Commercial Items 52.212-2 (1/99) Offeror Representations and Certifications 52.212-3 (1/04) Contract Terms and Conditions-Commercial Items 52.212-4 (10/03); this is a 100% SMALL BUSINESS SET ASIDE. ALL RESPONSIBLE SMALL BUSINESS SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. Award will be made to the lowest price technical acceptable offer. Quotation and Samples are due by May 07, 2004, 2:00 a.m. local time, to 3275 Appling Road Room 2 Memphis TN 38133. Referenced FAR clauses can be accessed for review on the Internet at the following web site: http://www.arnet.gov.far. ALL OFFERS MUST BE SIGNED. OFFERS MUST INCLUDE TAX PAYER IDENTIFICATION NUMBER, DUNS NUMBER AND BUSINESS SIZE, and be registered in the CCR database. This effort is advertised as a small business set aside under NAICS 332999.
