Description
The International Boundary and Water Commission, United States and Mexico, United States Section (USIBWC), has a requirement for a Firm-Fixed Price, Indefinite-Delivery, Indefinite-Quantity (IDEQ), multiple award, contract for Environmental Services. The USIBWC intends to award three IDIQ contracts; however, the Government reserves the right to award only one contract as a result of this solicitation if at least three (3) qualifying proposals are not received. Award(s) will be to the responsible firm(s) whose proposal(s) conform to the solicitation and offer the “Best Value” to the Government, price and other factors considered. The contract(s) will be awarded for a base period with four one-year option periods. The term of any resultant contract(s) will not exceed five (5) years. The guaranteed minimum contract amount is $5,000.00 and applies to the base period and each of the four option periods). The number and dollar value of task orders awarded under each contract will depend upon the results of the task order competition conducted among the firms that receive contract awards. The contract is required to support USIBWC environmental personnel in carrying out their responsibilities under various environmental regulations. Task orders will be competed on a firm-fixed price basis among contract awardees in accordance with Federal Acquisition Regulation (FAR) 16.505(b). The services consist of Archaeological Studies, Historical Studies, Paleontological Studies, Air and Water Quality, Terrestrial, Wetland, Aquatic Ecology, Economics, Environmental Engineering, Hydraulics and Hydrology as related to Environmental Studies, Remote Sensing, and Sociology to be conducted within the United States at locations along the international boundary from the Pacific Ocean to the Gulf of Mexico. The Scope of Services requires the contractor to conduct field surveys, site visits and interviews; determine the area of potential effects; prepare required research designs; conduct literature searches; execute suitable studies and prepare satisfactory reports; and perform site monitoring, site mitigation through data recovery, and laboratory work and evaluations of the effects of the USIBWC project construction, operation, maintenance, and management; and knowledge of the environmental conditions of the United States and Mexico international boundary area. The types of individual task orders may include the following: 1) Environmental Analysis (site assessments) which include all the documentation, reports, engineering studies, borings, and studies required by federal, state, and local governments that are applicable to the specific project including but not limited to the Comprehensive Environmental Response and Liability Act (CERCLA), Resource and Conservation Recovery Act (RCRA), Clean Water Act (CWA), Clean Air Act (CAA), Endangered Species Act (ESA), and the National Historic Preservation Act; 2) Studies, literature research, analyses, reports, plans, and specifications as necessary to prepare environmental documentation for proposed USIBWC design/construction and remediation projects. Documentation will comply with the National Environmental Policy Act (NEPA), as well as, USIBWC procedures and will include Environmental Assessments, Findings of No Significant Impact, Environmental Impact Statements; 3) Soil and groundwater sampling and analysis; 4) Site and remedial investigations; 5) Historical and archaeological studies; 6) Technical support with stormwater pollution prevention plans, asbestos and lead paint surveys and abatement, and; 7) Environmental management systems (ISO 14001). The services shall comply with environmental laws and regulations, such as, but not limited to, the National Environmental Policy Act of 1966 (NEPA) as amended, Archaeological and Historic Preservation Act, as amended, Clean Air Act, as amended, Clean Water Act (Federal Water Pollution Control Act), as amended, Coastal Zone Management Act of 1972, as amended, Endangered Species Act of 1973, as amended, Estuary Protection Act of 1986, as amended, National Flood Insurance Program, National Historic Preservation Act of 1966, as amended, and Wild and Scenic Rivers Act, as amended, and with state requirements, as may be applicable. It is anticipated that the solicitation will be issued on or about June 9, 2003. Requests for RFP IBM03R0008 are to be submitted in writing to the International Boundary and Water Commission, U.S. Section, Attn: Irma Gurrola, 4171 North Mesa, C-100, El Paso, Texas 79902. No telephone requests will be accepted. Requests must include business name, point of contact, address, telephone number (include area code), and RFP number. The requirement is not set-aside for small businesses. All responsible sources, if timely received, shall be considered. The North American Industry Classification System (NAICS) code for this requirement is 541620, Environmental Consulting Services. The associated size standard is $6 million dollars annual average gross receipts for the past three years.
