Description

Notice of Intent: Pursuant to FAR 6.302-1, "Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements", the U.S. Office of Personnel Management (OPM), Center for Federal Investigative Services (CFIS) intends to issue a sole-source agreement for Birth Verification Search (BVS) searches to the State of Texas. The State of Texas provides detailed BVS information to be utilized in analyzing investigative information for security and suitability adjudication. The information provided uder this service contains information available only to other Government agencies. Therefore, the State of Texas is the intended source for these services. Under this anticipated agreement the contract actions are not expected to exceed $100,000. OPM CFIS deems it appropriate to award a fixed-price agreement on other than a full and open competitive basis. Only one responsible source is available and no other types of services will satisfy the needs of the Agency. The North American Standard Industrial Classification System (NAICS) Code for action is 519120 - Libraries and Archives. THIS IS NOT A SOLICITATION FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHERMORE, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Interested parties having all the capabilities to perform the services described above are requested to submit capability statements, by E-mail to the Original Point of Contact listed in this announcement. Parties must submit information within fifteen days of publication of this notice. This is only a notice to determine if there exists other sources that can meet the Governments requirements.
