- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N62766-04-Q-9901 is issued as a Request for Quotation (RFQ). All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The NACIS Code is 53211. This solicitation is 100% Small Business set-aside. Quotation shall include labor, equipment, materials, tools, instruments, transportation and supervision necessary to lease one Mini-Van. Quotations shall reflect prices for the basic year; twelve months from date of award, and two twelve-month option years. The RFQ including the SF1449, pricing schedule, Statement of Work, and all applicable clauses and provisions can be located at http://www.fedbizopps.gov/. The following clauses and provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2/Evaluation-Commercial Items to include addendums to this provision; offeror must submit the completed SF1449, bid schedule, past performance information(3 references), and a completed copy of FAR 52.212-3/Offeror Representations and Certifications-Commercial with their proposal. Clauses incorporated by reference include the following clauses or provision: 52.208-4/Vehicle Lease Payments, 52.208-5/Condition of Leased Vehicles, 52.208-6/Marking of Leased Vehicles, 52.208-7/Tagging of Lease, 52.228-8/Liability and Insurance-Leased Motor Vehicle, FAR 52.212-4/Contract Terms and Conditions-Commercial Items to include addendums to this clause, FAR 52.212-5/Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items which include 52.203-6, 52.219-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-13, and 52.232.33, DFAR 252.204-7004/Required Central Contractor Registration, 252.212-7001/Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 252.209-7001/Disclosure of Ownership or Control by the Government of a Terrorist Country. This acquisition is unrated in accordance with the Defense Priorities and Allocations System. All responsible contractors are encouraged to submit an offer in response to this solicitation but not later than 4:00 p.m. on 9 Apr 2004.
