Description
It is the intent of the National Library of medicine to acquire (depending on the availability of copy in outside sources) limited or copy-catalogued bibliographic records for 2,500 to 3,857 foreign language monographs in German, French, Spanish, Italian and Dutch. The project for the limited or copy cataloging of foreign language monographs consists of bibliographic description, authority work, subject analysis, and classification assignment. The services will include: 1) searching for available cataloging copy in outside bibliographic sources (e.g., Online Computer Library Center, Inc. (OCLC) or the Library of Congress (LC)), applying the Anglo-American Cataloguing Rules, 2nd Edition (Revised 1988) (AACR2) and NLM’s limited and copy cataloging manuals and Library of Congress Rule Interpretations (LCRIs) to descriptive cataloging and creation of name and series access points; and 2) assigning NLM Medical Subject Headings (MeSH) descriptors and classification numbers to each monograph using the NLM classification or the Library of Congress classification schemes. NLM will supply necessary equipment. The work shall be performed by remote access to the NLM Voyager system, the integrated library system used by the library for the creation and editing of bibliographic and authority records. This requirement is set aside 100% for small businesses. The NAICS code is 541990 for which the size standard is described as having average annual sales receipts for its preceding three fiscal years not in excess of $6 million. It is anticipated that a one-year fixed price, indefinite delivery (indefinite quantity) type contract(s) will be awarded. The contract will contain options for four (4) successive one-year periods and options for additional quantities during each year. Multiple awards will be considered. The Request for Proposal (RFP) will be available approximately fifteen calendar days from publication of this announcement. All responsible sources may submit a proposal which will be considered by the National Library of Medicine. Copies of the RFP may be obtained by sending an e-mail request to Neha Dhir, Contract Specialist at dhirn@mail.nlm.nih.gov.
