- The Department of the Navy, Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends to issue Request for Proposals (RFP) Number N66001-04-R-0005 for the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract to provide Human Systems, Simulation and Engineering Research, Development, Test and Evaluation Support Services. This effort includes the full range of Human Factors and Ergonomics analysis, research, test and evaluation methodologies applied to the design and development of technologies and systems. This effort applies to new, future and previously developed and deployed systems. The estimated level of effort for the requirement is 36,920 labor hours per year with a 2-year base and 3 one-year options for a total estimate of 184,600 labor hours for five years. This is a total small business set aside. The NAICS code for this effort is 541710 and the small business size standard is 500 employees. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Space and Naval Warfare Systems Command (SPAWAR) E-Commerce Web Page at http://e-commerce.spawar.navy.mil under SSC San Diego, Open Solicitations. Any amendments, when issued, will only be available on this web site. Issuance of the solicitation is estimated for 13 April 2004. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters.
