Description
The Naval Undersea Warfare Center Division Keyport is soliciting for a Micro-spot Realtime X-Ray System. The Realtime X-ray System shall be a complete and functional system consisting of an X-ray source, an Image Intensifier (I.I), a digital video camera, a radiation safety chamber with safety interlocks, a sample manipulator, control computers(s), and computer and video monitors, with additional features and accessories set forth in the solicitation. It shall operate properly with the following facility services: 110V and 220V, 60 Hz, or 230V, 3 phase; water for cooling, open drain, Temperature of 65+/- 5??F; and shop air of 60 psi. The Realtime X-ray Tube shall have an easily replaceable, pre-centered tungsten filament. The X-ray tube shall be supplied with enough necessary consumables to ensure continuous operation for three years. X-ray source shall be capable of generati ng at least 220 kV. The system shall have a minimum variable micro-spot capability of no more than 5 microns. The system shall provide a minimum image resolution sensitivity of 1% difference in design material density. The X-ray radiation safety chamber shall provide complete X-ray protection with at least one safety interlock on each access port. The chamber footprint shall fit within a 15?? x 20?? area, and the radiation chamber shall include a leaded view port or internal camera. The specimen stage shall be capable of accommodating the maximum sample size up to 50 pounds with automated variable motion along a minimum of five (5) axes. The PC shall include the necessary hardware required for system networking, digital image storage, X-ray image display, and compatible with Microsoft Windows. The computer shall have a minimum 3.20GHz clock speed. The operator shall be ab le to control all functions for attaining and viewing an X-ray image while manipulating the sample specimen in realtime. There shall also be a minimum of eight (8) hours on-site training for instrument operators in all Realtime X-ray System operations, functions and maintenance. Numerous additional in depth specifications will be set forth in the solicitation. Final acceptance will be made after delivery and installation. The required delivery date is 90 days after date of award. FOB Destination: Naval Undersea Warfare Center Division Keyport, Keyport, WA 98345. Inspection and Acceptance at Destination. This procurement is 100% small Business Set-Aside with a Hubzone price evaluation preference. The applicable NAICS Code for this requirement is 334517 and a size standard of 500 employees. It is anticipated that the solicitation will be issued by 1 April 04. The closing date of the solicitation will be 16 April 04, unless a later date is specified in the solicitation. This requirement will be procured under FAR Part 12 commercial acquisition procedures. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil and on the Keyport Acquisition homepage at http://kpt-eco.kpt.nuwc.navy.mil. Offerors wishing to submit a quote are responsible for downloading their own copy of the RFQ from this website and frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to JerdeJM@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO or Keyport websites. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.cc r.gov ). Any questions should be submitted in writing via the fax number provided above or e-mailed to JerdeJM@kpt.nuwc.navy.mil. No bidders list will be maintained by this office. No paper copies of the RFQ / amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same. Note 1 applies.
