- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Division Crane. The Government has a requirement for Operations Research and Engineering Services in support of Command & Control, Communications, Computers and Intelligence (C4I) systems in accordance with an NSWC Crane Statement of Work. An Indefinite-Delivery, Indefinite-Quantity contract with a five-year ordering period is being pursued. This procurement will be a HUBZone sole source award and will be negotiated on a sole source b asis with Paul Cibuzar Consulting, 10578 County Rd. 77W, Nisswa, MN 56468-2032, in accordance with FAR 6.302-5, authorized or required by statute. The specific tasks will be identified in individual task orders, which will contain a Statement of Work and Contract Data Requirements Lists (DD Form 1423). The contractor will be required to hold TOP SECRET security clearances. The solicitation is expected to be posted on or about 13 April 2004 on the NSWC Crane website; no hardcopies of the solicitation will be mailed.
