- This is a synopsis for a commercial acquisition under FAR Parts 12 and 13.5 to procure equipment rental services and calibration and test gasses and other supplies in support of field tests to be conducted at Edwards AFB and Dugway Proving Grounds, Utah in June and August 2004. The 45th Contracting Squadron intends to make award on a sole source basis to Tracer ES&T, Inc, San Marcos, CA on behalf of the Air Force Technical Applications Center (AFTAC), Materials Directorate. Services will be awarded as open-market incidental items under the authority of FAR 8.401(b) on a task order against the contractor?s GSA contract. Services include rental of the following equipment: NO-NO2-NOx Analyzers (3ea, 1ppb detection limit), NOy Analyzers (3ea, 1ppb detection limit), SOx Analyzers (3ea, 1ppb detection limit), O3 Analyzers (3ea, 1ppb detection limit), CO Analyzer (1ea, 100ppb detection limit), UVA Sensor (1ea, 0-120 watts per sq meter), UVB Sensor (1ea, 0-120 watts per sq meter), Data loggers (3ea), VOV/NMHC Samplers (50 ea), SF6 bag samplers (15 ea), Ozone Generator (3ea). All analyzers with the exception of the UVA and UVB are required to meet EPA standard methods and protocols. Supplies for use with this equipment are also being procured including the following support gasses: SF6 (various concentrations up to 50,000 ppt), CO, NO-NO2, SO2, and Zero Air. This acquisition will be for equipment and supplies to support testing services that will be performed by Tracer ES&T. The criticality of the tests requires that the contractor ensure that all equipment is calibrated and fully operational. Equipment rented from an outside source would require the contractor to perform analysis and maintenance on the equipment in order to ascertain its condition. In addition, the contractor must be familiar with the operating characteristics of the equipment, and be able to ensure that the various pieces of equipment are suitable to perform together and to perform to the requirements of the tests. In addition the contractor must have the expertise to correct technical problems that occur with the equipment during the testing period. Equipment rented from an outside source would not meet these requirements. Tracer ES&T owns or maintains all critical equipment to be used for these tests. The supplies are considered incidental to the equipment rentals. It would not be cost effective to issue a separate contract for the procurement of these items. Solicitation No. F08650-04-R-0035 will be issued as a Request for Proposal for both the GSA services and the incidental equipment rentals and supplies being synopsized here. This proposed procurement is a 100% small business set-aside. It is advertised with a NAICS code for this acquisition is 334519 and Small Business size standard is 500 employees. No solicitation documents exists at this time. The 45th Contracting Squadron has determined that Tracer ES&T, Inc. is the only source capable of fulfilling this requirement. Sources that feel they are capable of performing this effort should provide evidence of their capability prior to the closing date of this announcement.
