Description
NOTICE OF INTENT The U.S. Department of Energy, Oak Ridge Operations (DOE/ORO) intends to award a purchase order on a sole-source basis to Toxco, Inc., under FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. Simplified Acquisitions Procedures under FAR Part 13 will be used. Immediate support for the removal of the radiological encumbered surplus material and property to transport to the Y-12 landfill located in Oak Ridge, Tennessee. The following Proposed Scope of Work is for the removal of the stored material and property for the ED-1 Site (Toxco Site) and transport to the landfill for disposal. The work effort also includes the assessment of an inventory of material and property at the ED-1 Site that has a possibility of reuse. The following is required: ? Inventory Management shall manage and maintain the DOE specified location as an inventory collection and processing point for all surplus material and property designated for collection by DOE. ? Documentation of Material and Property Received shall be maintained to record the receipt of disposition of all materials and property transferred or removed from specified locations. ? Receive material and property from DOE?s contractors at the designated locations within the Oak Ridge Reservation and coordinate material/property pick-ups directly with the contractors. Material and property shall be weighed, and surveyed for radiation by a certified system. ? Responsible for either loading designated containers with segregated material and property or loading segregated material and property directly on the contractor?s vehicle. ? Shall transport and off-load material and/or property to the DOE specified location and determine and record the net weight of all material and property load. ? Shall notify DOE of any material and property found to have residual radioactivity greater than authorized release criteria contained in DOE Order 5400.5 and shall be segregated by the contractor and maintained in a controlled area. ? Disposition of Material and Property: There is approximately 640,000 lbs. of material and property currently stored. Contractor shall coordinate directly with DOE contractor for this activity. Approximately 307,000 lbs. must be checked for reuse. The contractor shall take responsibility and ownership of the material which cannot be reused and contractor responsible for disposal. - 2 ? Toxco, Inc., has served as DOE?s agent to pick up the material and property and stored the material at their site under a contract. Toxco has the technical expertise, experience and the qualifications required to effectively implement and complete this task. Toxco is familiar with site requirements and has an approved Safety and Health Plan, and DOE Radiation Protection Plan. Firms who want to challenge the sole-source must submit an interest letter that demonstrates your firm?s ability to provide an equivalent service and rationale as to why they should be considered, as described above. All interested firms must respond by 1:00 p.m. (EST), April 13, 2004, to Kay D. Brown, AD-424, U. S. Department of Energy, 200 Administration Road, Oak Ridge, Tennessee 37830. Fax No. (865)241-2549. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any costs connected with providing the capability information will be provided by DOE.
