- Description
- The Defense Information Systems Agency (DISA), intends to exercise its option to extend services on a sole source basis in accordance with FAR 52.217-9 "Option to Extend the Term of the Contract" under the three-month sole source bridge contract HC1047-04-C-4031 awarded to Houston Associates, Inc. (HAI), 4601 N. Fairfax Drive, Suite 1001, Arlington, VA 22203-1714. This bridge contract was awarded with a three-month period of performance with an option for an additional six-months of services. This option will be exercised on a month-by-month basis until a new contract award can be made. Under this Coalition and Advanced Information Technology Integration and Operations Support bridge contract, HAI will continue to provide network and systems administration; software and applications systems operations; demonstration and management services support; as well as to operate, administer, maintain, manage and demonstrate networks, systems, and services to assist with the transitioning of them to Government agencies. The follow-on contract will be a Small Business Set-Aside (SBSA) with a minimum of a one (1) year base period and four (4) one-year option periods with two (2) award term incentive years. The NAICS code for the follow-on contract will be 517110, Wired Telecommunications Carriers, which replaced code 513310. The extension of the bridge contract requirements on a sole source basis is due to the need for continuity of services until the follow-on contract is awarded. The Request for Proposal (RFP) for the follow-on contract was published in FedBizOpps.gov under solicitation number DCA100-03-R-4020FINALRFP. Proposals submitted against that solicitation are currently being evaluated. This synopsis is a notice of intent to issue an award on an other than full and open competition basis and should not be construed as a request for competitive proposals. The determination of the Government not to open this requirement to full and open competition was made in accordance with FAR Part 6.302-1 and 10 U.S.C. 2304(c)(1) and is solely at the discretion of the Government.
