- Description
- The United States Government, represented by the U.S. Agency for International Development (USAID) Regional Contracting Office in Budapest, Hungary, intends to issue a Request for Proposals (RFP) for USAID/Bulgaria to solicit proposals from qualified organizations potentially interested in implementing the Judicial Strengthening Initiative (JSI) in Bulgaria as fully described in the draft solicitation. This activity has four core tasks: (1) Task 1: Improve court administration (includes court automation); (2) Task 2: Improve capacity of magistrates and court staff; (3) Task 3: Draft and implement key laws and regulations to support effective ROL; and (4) Task 4 to assist with the establishment of the Fund for Justice to ensure the sustainability of ROL legacies. The JSI project will build on USAID/Bulgaria?s judicial reform achievements to date, which fall under the above referenced tasks, except for Task 4. Under Task 3, the selected Contractor will manage small grants program for NGO advocacy community, think tanks, business associations and similar organizations. The planned contract type is a cost plus fixed fee completion type. A draft of the solicitation will be issued immediately and the final RFP is expected to be issued in April. Proposals will be due no later than the closing date in the RFP. The draft and the final solicitation will be distributed through the Federal Business Opportunities website of the General Services Administration. Any amendments to the final solicitation will be issued and posted on the website along with the RFP. Offerors are encouraged to check the FedBizOps website (http://www.fedbizopps.gov) periodically.
