Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. Description of Requirement: The purpose of this contract is to gather and analyze data on all aspects of Iraq?s economy. A contractor will hire and administer at least 20 economists resident throughout Iraq, who will work together with their colleagues nationwide and within the Coalition Provisional Authority or its successor organization (hereinafter ?CPA?), under guidance of the CPA project coordinator, to provide an overview of economic activity in Iraq. This solicitation is also posted at http://iraqcoalition.org/business. The provision at 52.212-1 Instruction to Offerors--Commercial, applies to this acquisition. Offerors should submit Vol. I-Technical Management Plan, Vol II-Past Performance(Resumes of proposed economists), Vol III-Cost Proposal. The provision at 52.212-2 Evaluation--Commercial Items applies to this acquisition. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial items with offers. The clause at 52.212-4 Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items applies to this acquisition. Additional Contract Requirements: A. The offeror is responsible for subcontracting as necessary in order to fulfill the requirements of the Solicitation to include required delivery dates. B. ALTERNATE DISPUTE RESOLUTION The parties to this contract agree that swift, inexpensive and amicable resolution of disagreements is in our mutual interest. The parties further agree that Alternative Dispute Resolution (ADR) can contribute significantly to the shared goal of resolving disagreements swiftly and efficiently. Therefore, the parties agree to the non-binding use of ADR in an effort to seek final disposition of disagreements within the time periods set forth in the contract. These time periods are guidelines only and may be altered to fit particular controversies. The parties agree that any of the following ADR methods may be used at any time during contract performance; mediation, early neutral evaluation, mini-trial, Executive Dispute Resolution Committee consisting of principals, Dispute Resolution Board made up of impartial third parties (each party shall select one member and the third shall be selected by the two designated members), and any other non-binding procedure. The parties further agree that the use of ADR is entirely voluntary and nothing is this provision shall affect the rights of either party under the clause entitled ?disputes,? FAR 52.233-1. C. DE-BAATHIFICATON OF IRAQI SOCIETY (a) The contractor shall not employ or subcontract with any persons determined under procedures promulgated by the Iraqi Governing Council to be full members of the Baath Party or affiliated with the organizations set forth at section 2(2) of CPA Memorandum No. 7, Delegation of Authority Under De-Ba?athification Order No. 1, dated November 4, 2003 and therefore prohibited from continued or future employment (hereafter referred to as ?prohibited person?). Contractors shall coordinate with the Ministry of Justice to determine whether particular individuals are ?prohibited persons?. (b) If during contract performance, a person employed by the contractor or subcontractor is determined to be a prohibited person under procedures promulgated by the Iraqi Governing Council, the contractor shall, as appropriate: (1) Terminate the employment of the prohibited person. (2) Terminate the subcontract with the prohibited person as soon as possible consistent with satisfying contract requirements. (c) The contractor shall not display the image or likeness of Saddam Hussein or other readily identifiable members of the former regime or symbols of the Baath Party or the former regime in government buildings or public spaces. (d) Flowdown. The contractor shall include a comparable clause in all subcontracts and require all subcontractors to flow down the clause. Questions may be directed to the Contracting Officer via e-mail at fortenberryj@orha.centcom.mil. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Title: Baseline Survey of Iraqi economy C.1.0 Scope. The rebuilding of Iraq requires an understanding of the current state of the economy, the education and training of its people, the more promising sources of future growth in economic activity and identifiable constraints on such growth. This SOO seeks to survey various sectors countrywide to obtain a comprehensive baseline summary of the status of Iraq?s economy. This information will be used to determine the optimal programs to support economic growth in the economy of Iraq. C.1.1 Background. The economy of Iraq has suffered from corruption and neglect for decades. The loss of public funds for education and vocational training has reduced the general level of education of the populace. Many industrial processes and equipment are antiquated. Moreover, skills and knowledge levels have fallen behind much of the rest of the world. C.1.2 Overall Objective. The purpose of this contract is to gather and analyze data on all aspects of Iraq?s economy. A contractor will hire and administer at least 20 economists resident throughout Iraq, who will work together with their colleagues nationwide and within the Coalition Provisional Authority or its successor organization (hereinafter ?CPA?), under guidance of the CPA project coordinator, to provide an overview of economic activity in Iraq. A secondary objective is to create a trained cadre of Iraqi economists who possess the capacity to work directly with international economic entities, including international financial institutions, bilateral aid agencies, non-governmental organizations and private enterprise. C.2.0 Contract Objectives. The contractor, as an independent contractor and not as an agent of the Government, shall furnish the necessary resources (except those specifically designated as Government-furnished) to perform the following work: 2.1. The contractor must provide and supervise economic surveyors (economists) resident throughout Iraq in order that these economists gather and analyze economic data and produce surveys and studies on all aspects of Iraq?s economy. The CPA project coordinator will define aspects of the reports iteratively as the survey work progresses. 2.2. Pursuant to this contract, the contractor will be available for, at a minimum, monthly meetings with CPA project coordinator to discuss project implementation and emerging economic issues in each of the regions of Iraq and to collaborate with the other economists and CPA personnel throughout Iraq. Project economists shall also attend at the CPA project coordinator?s request at the contractor?s cost. 2.3. The economists will be required to receive training to include primarily on-the-job-training and other possible training programs provided by entities identified by the CPA project coordinator. This training will be provided by CPA at no cost to the contractor. The contractor will be required to make the economists available for this training at the contractor?s cost 2.4. The contractor shall ensure that at least one of the economists will live and work in each of the larger metropolitan centers of Iraq. Emphasis is placed on having at least one economist living and working in each of the following locations: Baghdad Najaf Karbala Nasiriyah Basrah Mosul Kirkuk Dahuk Sulimaniyah Ramadi Erbil 2.5.. Two or more of the economists working on this contract will work with CPA experts at the project office in Baghdad to help collate and synthesize reports containing the core data and analyses that are submitted by other team members and gathered from secondary sources. 2.6. The CPA project coordinator will have discretion to determine where to place personnel -- in addition to the larger metropolitan centers of Iraq named above, prior to contract execution and throughout the life of the contract. The economists will be expected to travel within their identified cities, as well as the regions surrounding their identified cities. C.3.0. Contract Deliverables. As required by the CPA project coordinator: 3. 1. The contractor shall provide deliverables that include, but are not limited to: economic studies, reports, analyses, charts, graphs and other standard economic products to be produced at weekly and monthly intervals subject to final definition by the CPA project coordinator in consultation with the contractor. 3.2. The reports to be provided on demand and as identified at the post-award conference and throughout the life of the contract will include, but not be limited to: A. Reports based on primary data collection: i. Agriculture, hunting and forestry ii. Fishing iii. Mining and quarrying iv. Manufacturing v. Electricity, gas and water supply vi. Construction vii. Wholesale and retail trade and repair services viii. Hotels and restaurants ix. Transport , storage and communications x. Financial intermediations xi. Real Estate, renting and other business activities xii. Public administration, defense and compulsory social security xiii. Education xiv. Health and social work xv. Other community, social and personal service activities xvi. Private household employers xvii. Extra-territorial organization and bodies B. Reports based on secondary data sources: i. National income accounting and Gross Domestic Product; ii. Balance of payments; iii. External trade in goods and services; iv. Foreign and domestic investment; v. Money supply and interest rates; v. Business climate including a description of regulation affecting conduct of business. C. Next steps to improve data sources. 3.3. Project reports to be disseminated to the public are to be produced in English and Arabic. The contractor will provide Arabic versions of these reports. 3.4. At the conclusion of the contract, the contractor will provide project data, reports and webpages in electronic form to the CPA project coordinator and/or entities to be designated by the CPA project coordinator. 3.5. The contractor shall also provide financial and administrative support to the economists throughout the country on an as-needed basis. 3.6. The contractor will be required to attend a post-award conference to discuss the project methodology and identify any issues that may be required by law. This conference will be scheduled at the CPA project coordinator?s discretion but not later than two weeks after the award of the contract. 3.7. The contractor shall provide that each proposed applicant for the economist positions possesses the following qualifications, at a minimum: a. graduate degree in economics or business, b. be a native Arabic speaker, c. fluency in English, d. excellent internet, word processing and computer spreadsheet skills, and e. academic, business, banking or international financial institution background. 3.8. The contractor must provide, in its proposal, the name, address, resume, and verifiable proof of the level of education (copies of educational degree/certificates) and experience of each proposed applicant for the economist positions pursuant to this contract. 3.9. The contractor shall seek to ensure that: a. at least one or more economists will have expertise/knowledge in agriculture or agro-processing with experience in agricultural topics a plus; b. at least one or more economists will have expertise/knowledge in labor and employment topics with experience a plus; c. at least one or more economists will have expertise/knowledge of finance and banking with experience a plus; d. at least one or more economists will have expertise/knowledge in the energy industry with experience a plus; e. at least one or more economists will have expertise/knowledge in international trade, including calculation of national trade accounts and international trade figures; and f. at least one or more economists will have expertise/knowledge of international financial institutions with experience a plus. C4.0. Contractor Furnished Equipment and Services 4.1. The contractor must create and maintain throughout the contract period a single-purpose website that is accessible worldwide and provides project reports to the public as designated by the CPA project coordinator. 4.2. The contractor will supply individual computers to each economist as well as internet access, email addresses and mail boxes with sufficient capacity to send and receive data and surveys as required by the CPA project coordinator. C.5.0 Terms and Conditions 5.1. A Firm-Fixed Price contract is the desired instrument. 5.2. The term of the contract shall be one year. 5.3. The contractor will be responsible for payment of all salaries and employment-related benefits for all of the personnel hired on the basis of the contract, including the economists and support personnel. Salaries and benefits will include pension payments (if required), medical insurance, life insurance (if required), travel and incidentals of the economists and their support personnel, office supplies, sundry expenses, transportation costs and any and all withholdings and/or benefits required under Iraqi law. 5.4. The contractor will indemnify and hold the CPA harmless from any claim or liability resulting from the death or injury of any economist, support personnel or any other staff hired by the contractor pursuant to this contract. 5.5. In the event that any economist and/or required support personnel should die or become unable to work during the term of this contract (one year), the contractor shall be responsible to replace said economist or support personnel as soon as practicable and to provide coverage for that region from other economist/support personnel for economist until said personnel are replaced.
