Description

The Federal Bureau of Prisons intends to make a single award for the provision of an Advanced Occupational Education Program leading to a one-year certificate and/or an Associate’s degree in Business Technology, Retail Management, or other related fields to the inmates located at the Federal Correctional Institution, Cumberland, Maryland. The Contracting Officer anticipates awarding an indefinite-delivery/requirements-type contract with firm-fixed unit prices. The contract period will consist of a 12-month base period and four 12-month option periods. The successful contractor will conduct four (4) classes weekly, each consisting of a different course. One class will be held nightly, Monday through Thursday (5:30 p.m. - 8:30 p.m.), excluding federal holidays. There will be three (3) semesters each contract year (Fall, Spring, and Summer). The contractor will conduct four (4) different courses each semester. Semesters will be 15 weeks in length. Approximately 20 inmate students will attend each class. Each instructor may not exceed 30 hours of instruction per week. The solicitation will be available on/about April 16, 2004 and will be distributed solely through the General Services Administration Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition. All contractors doing business with the federal government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The date for receipt of quotations is on/about May 17, 2004. This solicitation is unrestricted. All responsible sources are encouraged to submit a quotation which may be considered. Faith-Based and Community-Based Organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible.
