- Description
- NASA/JSC has a requirement to provide JSC employees with critical training that will enhance their ability to communicate and present technical data and information. This training will alleviate the communication lapses specifically addressed on p. 191 of the CAIB report. NASA/JSC intends to contract with Graphics Press LLC to provide the course entitled ?Presenting Data and Information? on May 14, 2004. The instructor for this course, Dr. Edward Tufte, is uniquely qualified to present this course based on his involvement in studies conducted by NASA following the Columbia accident. In addition, Dr. Tufte studied communication failures after the Challenger accident. By contracting with Graphics Press LLC, JSC would take a step in implementing the recommendations made in the CAIB Report and the CAIB Agency-Wide Action Matrix. This training directly supports Shuttle and Station Return to Flight activities. Curriculum for this training has been developed by Dr. Tufte and has been taught at other NASA centers including Langley Research Center and Stennis Space Center. Dr Tufte's curriculum has been tailored specifically to meet NASA JSC audience?s needs. Graphics Press LLC is the sole provider for this training, and is the only provider who can meet the critical schedule required for Return to Flight. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 5, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
