Description
The Marine Corps Systems Command intends to negotiate a sole source contract with Raytheon Advanced Electromagnetics Technology Group, Rancho Cucamonga California. Specifically, the contractor will be responsible for providing the following spares to support the prototype Active Denial System (ADS) Advanced Concept Technology Demonstration (ACTD) being deployed in support of the force protection needs of military forces in Operation Iraqi Freedom: One (1) gyrotron millimeter-wave source tube; One (1) flat parabolic surface (FLAPS) antenna assembly; One (1) hybrid-electric HMMWV including Li-Ion battery packs; and, One (1) vehicle set of system operator displays The Active Denial System (ADS) is a non-lethal counter-personnel directed energy weapon systen that uses millimeter wave energy to produce an intolerable, almost instantaneous heating sensation on human skin at distances well beyond small arms range, causing the adversary to flee. The shallow penetration depth of this frequency and the low energy levels used preclude injury. The ADS ACTD was awarded to Raytheon under contract F29601-98-9-0001. This spares requirement builds on Raytheon?s on-going efforts. No RFP is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature and pricing, within 30 days of this announcement to the contact person listed above (Peggy Smith at Smithp@jnlwd.usmc.mil). This announcement is not a request for competitive proposals; however all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22 (45 days reduced to 30 days)
