NOTICE!!!! PLEASE SUBMIT HARD COPIES OF INFORMATION RESPONSE TO THIS RFI TO THE POC AND ADDRESS CONTAINED IN THE NOTICE. Request for Information: MOBILE COMMUNICATIONS CENTER VEHICULAR PACKAGES FOR PUBLIC SAFETY/HOMELAND SECURITY PROFESSIONALS INCLUDING MOTORIZED AND PULL-BEHIND EITHER TURN-KEY OR CUSTOMIZABLE OPTIONS - DUE: 19 APRIL 2004. The Space and Naval Warfare Systems Center - Charleston (SSC-CH) is seeking information on all available commercial, off-the-shelf (COTS) mobile communications center vehicular packages, both motorized/self-propelled and pull-behind for homeland security professionals. SSC-CH is only interested in mobile command and communications centers that are currently available to civilian authorities. Mobile communication centers that provide communications interoperability between various homeland security professionals is of specific interest. Vehicular package information includes, but is not limited to, vehicle specifications, radio equipment, antenna mounting equipment and options, generator requirements, communications interoperability specifications, and ability to insert emerging communications technology. Various local, state and federal government and law enforcement agencies, civil disaster administrators, military disaster control personnel and area disaster/emergency response personnel will potentially use these mobile command and communication packages. Determination as to its suitability will be made by SSC-CH based on the objectives of this request. The purpose of this announcement is to begin evaluations of mobile communication center vehicular packages for homeland security professionals from an end user perspective with sufficient insight into the capabilities and limitations of the various vehicular packages. This user ready reference will be an unclassified document disseminated to federal, state and local agencies. Review of this information is being performed for the Department of Homeland Security (DHS), Officer for Domestic Preparedness (ODP). ODP is responsible for enhancing the capacity of state and local jurisdictions to respond to, and mitigate the consequences of, incidents of domestic terrorism, particularly those involving weapons of mass destruction, through coordinated training, equipment acquisition, technical assistance, and support for federal, state, and local exercises.All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this Request for Information (RFI.) Specific information sought includes (as broken down in the attached data sheet): (1) a description of the vehicle, including size, on-site endurance, transport distance, and setup constraints; (2) cost, to include purchase price and expected life cycle operation, training, and maintenance costs; (3) radio equipment, installed and optional, as well as ability to insert emerging technology; (4) interoperability between agencies; (5) information transfer ability; (6) antenna mounting equipment and expected geographic coverage area; (7) a listing of current users (with point of contact), or in the case of technologies that have not yet been introduced into the market, organizations that have placed orders for the system or technology; (8) installation and support specifications and requirements; and (9) the name and phone number/e-mail address of the individual that the users should contact for more information on the software or application. Diagrams, drawings and graphics that would assist the user in understanding the system, application, or tool are requested. This announcement is for information gathering purposes. Submittals: Respondents are welcome to provide information in the form of product brochures, press releases, technical specification sheets, independent assessment results, reprints of trade journal articles, etc, although electronic media are preferred (CD, diskette, or internet link). Submissions should include complete data sheet (see attachment), pertinent company information, including contact person, phone number, and fax number and e-mail address.
