- The United States Property and Fiscal Officer (USP&FO) for Arkansas and the National Guard Professional Education Center (PEC), located at Camp Joseph T. Robinson, North Little Rock, Arkansas are seeking a contractor to provide dining facility attend ant (DFA)/cleaning services at the National Guard PEC Concord Cafe Dining Facility, building 2501 in North Little Rock, Arkansas. The contractor shall provide all labor, cleaning supplies, paper towels, toilet paper (four restrooms), trash bags and equipme nt (less dishwashing machine) to perform all cleaning requirements, to Government standards, of the PEC Concord Cafe (Government standards are the same or higher than industry standards). Examples of some of the equipment the contractor shall be required t o provide are: Ladder, vacuum cleaner, carpet cleaner, steam cleaner/pressure washer, floor buffer, brooms, mops, brushes, scrapers and etc. Examples of some of the areas/items to be cleaned are: Dishwashing, pots, pans, grills, ovens, counters, dining roo m chairs, tables, windows, blinds, curtains, light fixtures, vent-a-hoods, bathrooms, coolers, loading dock, patio area, tile floors, carpet and loading dock. The facility is comprised of approximately 8,182 square feet (SQ FT) of heated and cooled space, one loading dock (approximately 300 SQ FT) and one patio area (approximately 1,200 SQ FT). The proposed contract will be a firm fixed price contract with an economic price adjustment, in accordance with the terms specified in the solicitation, for one ba se period, approximatly 17 May 2004 through 30 September 2004 and three option years to be exercised at the Governments discretion. The DFA contractor will be paid one time every four weeks based on a fixed weekly rate. The Concord Cafe is operational seve n days a week, less one week for Christmas, one week for New Year and one week for Thanksgiving. The hours of operation are usually from 6 a.m. until 7 p.m. The proposed contract is 100% set-aside for small business with priority given, as required by the Randolph-Sheppard Act, to the State Licensing Agency. The small business size standard is $17.5 million. The solicitation will be a request for proposal (RFP). The solicitation will be available (electronically only) on or about (o/a) 31 March 2004 at http ://www.arguard.org/Ebid/AdvertisedSolicitations.asp A Pre-Proposal meeting will be held o/a 15 April 2004 and proposals will be due o/a 3 May 2004. Proposals shall be evaluated on Past Performance/Experience, Quality Assurance, Management Ability and Price with past performance being most important and price being least important.
