Description
The purpose of this notice is to: (1) issue a Pre-Solicitation notice; (2) issue a Sources Sought; and (3) solicit comments on a draft Statement of Work and Technical Evaluation Criteria. PRESOLICITATION NOTICE: The Federal Highway Administration (FHWA) has a requirement for development and delivery of new software for calibrating Falling Weight Deflectometers (FWD) and new hardware to be used in conjunction with the software. Under this solicitation, the contractor shall upgrade calibration hardware and software, modify the existing calibration procedure to be compatible with all FWD equipment on the market, produce an upgraded and tested calibration system for use in the existing LTPP FWD Calibration Centers and provide accompanying documentation and training to calibration center operators. The Government anticipates issuing the solicitation on or about April 30, 2004 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 30 days from release of the solicitation. The FHWA anticipates making one award as a result of this solicitation. The FHWA anticipates that the resulting contract will be a Cost Plus Fixed Fee contract. The estimated period of performance is a base period of 2 years plus three one-year option periods. The NAICS code for this solicitation is 541330, Engineering Services. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. SOURCES SOUGHT NOTICE: FHWA hereby requests any parties interested in and capable of performing this project to please respond to this Sources Sought Notice by submitting your capability information no later than April 8, 2004 to Federal Highway Administration, Office of Acquisition Management (HAAM) (Attn: Mrs. Robin K. Hobbs, HAAM 20-B), Room 4410, 400 7th Street, SW, Washington DC 20590, Fax (202) 366-3705 or Email robin.hobbs@fhwa.dot.gov. Interested parties are directed to view the draft Statement of Work and Technical Evaluation Criteria for specific information on technical requirements and required qualifications to perform this project. Any interested parties should submit the information cited in Note 25. This Sources Sought is not to be construed as a commitment on the part of the Government to award a contract nor does the government intend to directly pay for any information or responses submitted as the result of this Sources Sought. DRAFT STATEMENT OF WORK AND TECHNICAL EVALUATION CRITERIA: Along with this notice, the FHWA is posting at www.fedbizopps.gov a Draft Statement of Work and Technical Evaluation Criteria. The FHWA solicits comments/questions on the draft. Please e-mail all comments and questions to Robin Hobbs at the e-mail address contained herein no later than April 15, 2004. Interested parties are requested to provide comments and suggestions specifically on the contract type, terms and conditions included in this draft, and any concerns or clarifications needed regarding the requirements of the Statement of Work and the Technical Evaluation Criteria.
