Description
The Regional Procurement Support Office, Frankfurt intends to issue a Request for Proposal (RFP) under full and open competition procedures for construction services. It will include the provision and installation of US-manufactured photovoltaic panels, power wiring, controls, and display. The work is to be performed at the United States Mission to the United Nations in Geneva, Switzerland. The system shall include a connection to the to the local utility company at the U. S. Mission in Geneva, Switzerland. The installation of the approximately 950 square meters of photovoltaic panels is to take place on portions of the roof as well as portions of the southeast and southwest fa?ade of the subject building. The installation on the fa?ade is to be constructed in such a way as to inhibit further water and sunlight damage to the fa?ade, and reduce or eliminate interstitial water problems in building fa?ade panels. The work will include a reinforced flat concrete roof and membrane of approximately 84 square meters as well as providing the all steel structures for the photovoltaic panels. The project is to demonstrate US solar technology and design. Only proposals with US solar panels and control components will be accepted. Proposals may include alternate US components (subject to US Government approval) to those stated in the solicitation package. Construction drawings, bill of materials and specifications will be provided in the RFP. Construction costs are estimated to range between US$1 million and US$2 million. Potential contractors shall be in possession of all required permits and licenses to perform general construction work in Geneva, Switzerland. Contractor shall obtain all locally required permits and construction-approvals. All communication, correspondence, and documentation must be in English. The U.S. Government intends to issue subject solicitation (RFP) at the end of March or first week of April 2004. A Pre-Proposal Conference and Site Visit is planned to take place between 19 and 23 April 2004. Closing date for receipt of initial offers is 2-3 weeks thereafter, and anticipated contract award is in May 2004. Solicitation packages will be issued to firms providing written notice of their interest to RPSO, addressed to the attention of Wilhelm M. Fleming at the below fax numbers or e-mail to FRN-RPSO-MB01@state.gov. All requests for the solicitation must be received no later than March 31, 2004. It is mandatory that all offers supply a point of contact, telephone number, fax number, e-mail address and physical mailing address and have internet capabilities. Please use the above subject solicitation number as reference. Companies receiving the solicitation package shall return the entire package to this office even if they do not submit an offer. Companies who fail to return the entire package may not be considered for future solicitations.
