Description
The National Marine Mammal Lab (NMML) of the Alaska Fisheries Science Center (AFSC) will charter a vessel to conduct biological studies of killer whales approximately 30 nm offshore along the Alaskan Peninsula, the eastern Aleutian Islands, and the southeast Bering Sea. The term of the charter will be for approximately 25 days, with an option to extend the cruise up to fifteen additional days, starting in mid-July from Dutch Harbor, AK and ending in August in Dutch Harbor, AK. The charter contract will include option years, to be exercised at the Government's sole discretion, to charter the vessel for an additional two years. Minimum overall length of the vessel shall be 140 feet and a maximum draft of 15 feet. Minimum cruising speed shall be ten (10) knots. The vessel must have an outside area suitable for observational work at a height above the water line of at least fifteen (15) feet. Minimum crew for the vessel shall consist of captain, engineer-mate, cook-mate, and deck hand/fisherman. Accommodations for a scientific field party of a minimum of six (6) will be required. This procurement is a 100% small business set-aside. All responsible, responsive offers will be considered. The NAICS code for this procurement is 483114 and the size standard is 500 employees. A request for proposals providing detailed technical and performance specifications and proposal instructions will be issued on or about April 15, 2004.
