Description
As a result of an unsolicited proposal, NASA/HQ plans to negotiate and award a contract to improve the modeling of detailed sea ice mechanics of fracture and lead formation through the use of newly available data sets produced from the RADARSAT synthetic aperture radar (SAR) data sets developed at NASA's Jet Propulsion Laboratory. NASA/HQ intends to negotiate with NorthWest Research Associates (NWRA) on a sole source basis. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented at FAR Part 6.302-1. Pursuant to 6.302-1(a)(2)(i), NWRA has submitted an unsolicited proposal that demonstrates a unique capability to provide the research services, offers a concept and service not otherwise available to the Government and does not resemble the substance of a pending competitive acquisition. NWRA proposes to implement, test and validate a new sea ice dynamics model that will treat the ice cover as an anisotripic elastic/plastic strain-hardening material in the permanent pack. These data will focus on the thin frazil/pancake ice, which is poorly represented in current models, but can likely be greatly improved through careful analysis of high-resolution RADARSAT data, as the investigators plan to do. NWRA's unique capability to perform the required research services is based upon the ability to provide over 30 years of experience in sea ice research, with particular expertise in the mechanics of sea ice and experience in the analysis of ice motion/deformation products generated by the RADARSAT Geophysical Processor System. Only a limited number of scientists have the specific expertise in this area to insure the success of the endeavor. NWRA and its collaborators are uniquely qualified to merge the strengths of the remote sensing capabilities with the most advanced mechanics modeling capabilities to yield the desired results. NWRA is currently the only source known to possess all of the knowledge, experience and other capabilities necessary to complete the effort without a substantial duplication of costs to the Government and an unacceptable delay in fulfilling NASA's requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 7, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
