GSA, FSS intends to establish a ?not to exceed? one year Standing Price Quote (SPQ) for the National Stock Number (NSN)5120 00 180 2951, This NSN is part of GSA?s Stock Program, and will be included in an upcoming formal solicitation to be issued within the next few months. All offers for this SPQ are to be FOB destination. In addition to the normal clauses that apply to all GSA stock tool orders, the following clauses apply; 552.225-70 Notice of Procurement Restriction ? Hand or Measuring Tools or Stainless Steel Flatware, D-FSS-475 Bar Coding and 552.246-70 Source Inspection applies, D-FSS-468 Non-Manufactured Wood Package Material to European Union (Nov 2001). Award will be based on price and deliver (DARO). Quantities stated below are estimates based on the last three years usage. NSN 5120-00-180-2951 EXCEPTION TO TECHNICAL DOCUMENT: In Table 1 under Plunger Head Diameter: Change to 1-1/8 inch plus or minus 1/4 inch Packaging for this product is compliant with the U.S. Navy "Plastics Removal in the Marine Environment (PRIME)" program which calls for non-plastic packaging, packing, and associated marking requirements. The definition of plastic shall be in accordance with that given in ASTM D883-00, "Standard Terminology Related to Plastics". WORKMANSHIP Details of workmanship shall be in accordance with the best commercial standards and practices. Paints, coatings, plating, and finishes shall be smooth, dry, adherent, continuous, and not stained or discolored. Fasteners shall be firmly secured and show no evidence of deformation, cross threading, or hazardous burrs. Adhesives and lubricants adequate for their intended purpose shall be properly and neatly applied. Adhesives shall be adequately cured. Wires and cables shall be neatly dressed and shall not be frayed or in contact with sharp edges. Wire and cable insulation shall show no evidence of burns, abrading, or pinch marks. There shall be no interference, binding, or galling of parts. External and bearing surfaces shall be free of tool and gouge marks, nicks, or other surface imperfections. The item shall be clean and free of corrosion and debris (e.g., chips, shavings, slivers) or other foreign material. The item shall be free from manufacturing workmanship defects (e.g., loose, missing, binding or misaligned parts, sharp or rough external edges, corners or surfaces) and material workmanship defects (e.g., pits, rips, fins, burrs, tears, nodules, cracks, blisters) which may adversely impact the item's serviceability, durability, safety, or appearance. ITEM MARKING Each item (including all items within a set or kit) shall be marked with the manufacturer's name and identifying symbol, and the state or country of manufacture, unless otherwise specified. All marking shall be engraved, etched, molded, or indented. PACKAGING Twelve (12) items shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200 or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with FED-STD-123G, dated June 6, 1997, or marked and bar coded for delivery to military activities in accordance with MIL-STD-129N, dated 15 May 1997, as applicable. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Palletized loads shall be secured to the pallet to insure that the load arrives intact. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only.
