Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a modification under sole-source firm-fixed price contract N00019-03-C-6554 with Honeywell International Inc. - Defense Avionics Systems, Defense & Space Systems, 9201 San Mateo Blvd., Albuquerque, NM for the acquisition and development of testing stations to support the Advanced Mission Computer and Displays (AMC&D) Performance Based Logistics (PBL) contract with Honeywell for displays. The testers will enable repairs of AMC&D displays including the Advanced Multi-Purpose Color Display (AMPCD) for the AV-8B and F/A-18C/D/E/F/G aircraft. The testers will be located at the contractor repair depot (Phoenix Support Center) operated by Honeywell. Deliveries shall be required within 14 months of modification award. Estimated quantities are 2 each testers. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Honeywell has developed and produced all displays for the AMC&D system and is uniquely qualified to assess test station requirements for repairs of these same units. Honeywell is currently the prime contractor on two full-rate production contracts with the Naval Air Systems Command for AMPCDs. This acquisition directly facilitates integrated logistics support for these units. Stringent performance requirements are imposed on the display because of the extreme environment in which carrier-based tactical aircraft operate. These performance requirements include (but are not limited to) exceptional daytime and nighttime luminance tolerances, night vision devices compatibility, and extreme thermal, shock and vibration environment compatibility. As manufacturer of the AMPCD, only Honeywell understands these performance requirements and the repairs necessary to modify broken units to meet performance specification. While this notice of intent is not a request for competitive proposals, interested parties may identify their technical capability to respond to this requirement and may submit information that shall be considered by the Naval Air Systems Command.
