- General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. The solicitation will be available electronically on the Department of Interior (DOI), National Business Center (NBC) website at http://ideasec.nbc.gov. No paper copies of this solicitation will be available. No phone requests will be accepted. Prospective Offerors must register on the NBC website to obtain a copy of this solicitation and to receive an electronic notification of any amendments. This service is provided for convenience only and does not serve as a guarantee of notification. Offerors are responsible for visiting this website periodically. No other notifications will be issued. The solicitation package will contain the price schedule, specifications, drawings and evaluation criteria for the selection of a contractor. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. The specifications will be available in Adobe PDF format. The drawings will be available in TIFF format. Proposed Issue Date: approximately April 9, 2004. Title of Project: Rehabilitate Albright Training Center. Description: This project involves addressing basic infrastructure deficiencies at the training center. The intent of the project is to upgrade facilities to meet current NPS policies, codes, life-safety standards, and ADA requirements. The core project scope includes renovations to five student apartment buildings, renovations to a classroom building, a new addition to the classroom building, and basic utilities and site work associated with the renovations. The following are option items that may or may not be awarded. Option items include lightning protection, ADA handrails, operable panel partition, new storage building, replacing existing walkways, site drainage improvements, and road and curb work associated with the entrance road and parking lots. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will consider an offeror's technical capability in comparison to its price. Estimated price range is $4.5 million to $7 million. Time for completion: 420 calendar days. It is anticipated that the notice to proceed will be issued in either May or June 2004. The due date for the submission of proposals is approximate, the actual date will be established at the time proposal documents are available.
