Description
The Government is contemplating a sole source award to General Dynamics Robotic Systems, Inc., 1234 Tech Court Westminster, MD 21157-3029 pursuant to the Federal Acquisition Regulation 6.302-1 Only one responsible source and no other supplies or serv ices will satisfy agency requirements. Other companies who believe that they can fulfil the requirement may request in writing a copy of the solicitation and submit a proposal in response thereto. The U.S. Army Research Laboratory (ARL) Robotics Program Of fice (RPO) is responsible for developing and demonstrating advanced robotics technology necessary to create intelligent unmanned vehicle systems for the Army's Future Force. The program has focused primarily upon three technology areas: perception, intelli gent control, and human-robot interfaces. The efforts have resulted in the development of a series of testbed platforms, the integration of robotics technology onto these platforms, and the conduct of a series of experiments and exercises designed to asses s and demonstrate the maturity of the technology. Efforts have utilized the scout mission as a focusing mechanism for the development, demonstration, and integration of necessary Aided Target Recognition (ATR) algorithms, behaviors and man-machine interfac e. The purpose of the Robotics Technology Integration and Assessment effort is to provide a mechanism for continued technology maturation, integration, experimentation and assessment required to advance technology for unmanned systems. The Robotics Technol ogy Integration and Assessment (RTIA) program will act as an umbrella effort for the maturation, integration, demonstration and assessment of unmanned vehicle technology. A fleet of testbed unmanned vehicles shall be maintained and upgraded. Safe operation of unmanned vehicle testbeds shall be insured by updating the testbed software, hardware, instrumentation, and infrastructure. Additional testbed vehicles required for technology integration and/or assessment shall be fabricated along with any additional testbed vehicles required to furnish experimental systems for development of operational concepts or to garner experience with unmanned systems. Under this effort, component technologies onto testbed vehicles shall be integrated. Robotics technology, inclu ding both hardware and software components shall be maturated and integrated. Specific behaviors associated with military missions as well as the acquire and integrate specific hardware and software associated with mission modules necessary to demonstrate implementation of these behaviors shall be developed and implemented. The contractor shall demonstrate and assess technologies related to unmanned vehicles and their missions, including necessary installation of temporary infrastructure, operator and maint ainer training, maintenance, monitoring of testbed performance and failures, transport of testbed vehicles and supporting equipment to experiment or demonstration sites, and operation of the vehicles during tests and assessments shall be demonstrated and a ssessed.
