Description

The National Heart, Lung, and Blood Institute intends to negotiate on a non-competitive basis with the Children?s Research Institute, 111 Michigan Avenue, N.W., Washington, D.C. 20010, to continue the clinical research to identify novel gene and genetic pathway essential for mammalian heart development. The anticipated period of performance is upon issuance of the purchase order through December 31, 2004. The sole source determination is based upon the on-going collaboration between the National Heart, Lung, and Blood Institute, Laboratory of Developmental Biology and the Children?s Research Institute to identify novel gene and genetic pathway essential for mammalian heart development. An award to any other source would effect the anticipated outcome of the on going research, and threaten the investment already made, and would not provide any cost savings to the Government. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541990, Size Standard $5.0 million is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2004-020, may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Ms. Cecilia Morales, Purchasing Agent. All responsible sources may submit an inquiry, which if timely received, shall be considered by the agency.
