- NA SYNOPSIS 3-22-04 Fleet and Industrial Supply Center, San Diego (FISCSD) has a requirement to provide ongoing Organizational Alignment Consulting Services for the Department of the Navy (DoN). The requirement stems from the Chief of Naval Operations (CNO) Top Five Priorities and vision of the United States Navy, specifically in organizational and communication alignment. The contractor will provide organizational alignment consulting services in accordance with DoN specifications to evaluate current organizational alignment. Results will assist DoN leadership in developing a strategy to achieve maximum readiness and enhanced mission accomplishment. Specific requirements will include: 1) identifying the existing organizational/command structure; 2) working with the customer to come to a mutual understanding and acceptance of the organizational alignment evaluation proce ss; 3) measuring organizational alignment by an agreed upon process; 4) analyzing alignment results, identifying strengths/weaknesses, and correlating conclusions to the CNO's Top Five Priorities where applicable; and 5) providing recommendations for changes to improve alignment and increase efficiencies. This requirement is a 100% small business set-aside under the following SIC Code (TBD) with a size standard of (TBD). It is anticipated that the resulting contract will be a cost reimbursement pricing arrangement with Technical Direction Letters to be issued. The contract performance is a base period of one year with two one-year options for a total possible performance period of three years. Estimated level of effort over three years is 24,000 hours within the following labor categories: Program Manager; Sr. Functional Specialist; Functional Specialist; Sr. Technical/Sys tems Analyst; Statistician; Sr. Consultant; Consultant; Web Architect, Web Designer/Programmer, Data Management Specialist; and Administrative Assistant.
