Description
The purpose of this synopsis is to notify potential sources that the Naval Undersea Warfare Center Division Keyport intends to issue an order against the Federal Supply Schedule (FSS). This is not a formal solicitation under Federal Acquisition Regulation (FAR) Part 15 or Part 13, Simplified Acquisition, but an invitation to compete under the terms and conditions of your General Services Administration (GSA) Federal Supply Schedule (FSS) contract in accordance with FAR Subpart 8.4. Offerors must have a contract with GSA under the FSS to be considered for award. NUWC Division Keyport requires a base period of performance from date of award through 31 Jan 05 with three one year/twelve month option periods for technical and expert support to provide systems engineering software application development, integration, and configuration management support for the SNADIS program. Thi s entails the efforts to design, develop, integrate, test, produce, prepare, and deliver SNADIS and associated documentation, provide technical support, provide training, develop software, and develop users manuals. Technical and expert support to include contractor and subcontractor support, in the development of production versions of SNADIS modules for the web-based application environment designed to support decision making and distribution of information affecting mission, readiness, general ship administration tasks ? afloat and ashore on US Navy Submarines in accordance with the Statement of Work. The statement of work is available for download as N00253-04-Q-0122 at http://kpt-eco.kpt.nuwc.navy.mil. Select/click Request for Quotes, N00253-04-Q-0122 will be listed with the list if Available RFQs. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ from this website and to frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to klosem@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ / amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same. After downloading the solicitation, firms interested in submitting quotes must: (1) provide unit and extended pricing, (2) Provide the applicable GSA Schedule and GSA Contract Number and Special Item Number (SIN); and (3) ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov). Proposals are due no later than 02 Apr 04, 10:00 am.
