Description
The US Army Corps of Engineers (USACE), Galveston District will be issuing a Request for Proposal for General Planning Services. Proposals will be due 5 May 2004. The solicitation is unrestricted and open to both large and small business participation. NAICS: 541690 Other Scientific and Technical Consulting Services. INDEFINITE QUANTITY (IDIQ) CONTRACTS FOR FOR GENERAL PLANNING SERVICES U.S. ARMY ENGINEER DISTRICT, GALVESTON TEXAS AND LOUISIANA. This work is to assist the Galveston District, Corps of Engineers (CE) in the performance of general planning services in conjunction with various CE water resource projects within the boundaries of Galveston District, Texas and Louisiana. The contractor may also be asked to assist other Corps of Engineer Districts within the Southwestern Division in Texas, Arkansas, Louisiana, Oklahoma, Arizona and Kansas under this contract. The contractor is to furnish all personnel, facilities, plant, equipment, mater ials, supplies, travel and services necessary to conduct any investigation and to prepare any report as specified in the contract and in subsequent task orders(s). Services, which may be ordered, include: 1. description and documentation of water resource related problems in specific project areas; 2. formulation of alternative plans 3. economic analysis 4. hydrology/hydraulic analysis 5. risk and uncertainty analyses 6. design of public involvement programs 7. transportation analysis 8. coastal studies 9. independent technical review 10. performance of special studies 11. GIS development and application; and 12. preparation of reconnaissance feasibility, reevaluation and Continuing Authorities Program (CAP) reports in accordance with ER 1105-2-100. The Co ntractor shall complete all work and services ordered under the Contractor within the time negotiated and specified in each line price delivery order. Contractors proposals will be evaluated using the following evaluation criteria listed in relative order of importance: 1) Technical Capability; 2) Past experience with Corps of Engineers planning process and policy guidance; 3) Past performance; 4) Management capability; 5) Small Business Participation; and 6) Price. The solicitation will be issued on or a bout 5 April 2004. The National American Classification System (NAICS) Code 541690. This is an unrestricted procurement. The small business size standard is $6 million. A Subcontracting Plan will be required for large businesses. Subcontracting goals for the Galveston District are 57.2%-small 10%- Small Disadvantaged Businesses, 10%- Woman-Owned Business, Hub-Zones-3%; and Service-Disabled Veteran-Owned Small Business 3%. The specifications will be posted at the Galveston District Website ONLY. No pape r copies will be issued. The Government reserves the right to use only the Internet as notification of any changes to this solicitation.
