Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a first-time buy, Request for Quote (RFQ) FA8523-04-Q-87574. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. This solicitation is a small business set-aside. The associated standard NAICS and small business size standards are 334515 and 500 employees respectively. Initial sources that will be solicited, but are not limited to, CI Systems (CAGE OWB57), Electro Optical Industries, Inc. (CAGE 27751), and Jobin Yvon (CAGE F0613). Warner Robins Air Logistics Center, Robins AFB, GA contemplates negotiations for the following item: CLIN 0001, Spectroradiometer applicable to the AAR-44A. There is no Government NSN or Part number associated with this item. The following technical requirements must be met for the Spectroradiometer: 1) Operate in the 3 um ? 5 um spectral region, 2) Spectral Resolution no worse than 0.1 um, 3) Use Indium Antimonide detector, 4) Detector cooling by method other than liquid nitrogen/helium/oxygen (Joule-Thompson, Stirling, etc), 5) Selectable Field of view of at least 3 degrees, 6) CCD Camera for bore sighting/recording visual image, 7) Capable of taking measurements in the field (sandy, dusty, environment) as well as in the lab, 8) IRIG capability for synchronizing data collection with external events, 9) Capable of collecting samples at least 10 times per second, 20 times per second would be desired, and 10) Interface with PC running Microsoft Windows 2000 or XP Professional for data acquisition and analysis. REQUIRED DELIVERY ? 6 MONTHS ARO These items will be shipped to WR-ALC/LSELS/David Stephens Bldg 226C 265 Perry Street Robins AFB, GA 31098-1638 The data or the rights to use the data needed to purchase this part from additional sources are not owned by the Government and it has been determined that it is uneconomical to purchase them or to reverse engineer the part. The contractor will be responsible for inspection, IAW 52.246-1. The FOB point will be at Destination. Transportation requirements shall be IAW ASTM-D-3951, and Packaging requirements shall be IAW MIL-STD-129, QUP: 1. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition; addenda to the clause are not included. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Subsections (b)(11) through (b)(15) of the additional FAR clauses cited in the clause are applicable to the acquisition. A commercial warranty is requested. Items will be warranted free of defects in materials and workmanship for a period of 12 months from time of shipment from origin. A Defense Priorities and Allocations System (DPAS) DO code of A70 is applicable to this solicitation. FedBizOpps note 1 applies.
