- NOTE: THIS ACQUISITION IS A COMPETITIVE SET-ASIDE PURSUANT TO SECTION 8(A) OF THE SMALL BUSINESS ACT (15 U.S.C. 637 (a)(1)). ONLY THOSE CONTRACTORS THAT MEET THE QUALIFICATION REQUIREMENTS OF THE SMALL BUSINESS ACT WILL BE CONSIDERED FOR AWARD. 1. THIS SOURCES SOUGHT SYNOPSIS WAS PREVIOUSLY ISSUED UNDER SOLICITATION NUMBER F33601-03-R-0038. 2. Contract Purpose: The purpose is to provide quick response engineering, design, drafting, modification, fabrication, testing, operation and support services for in-house Propulsion Directorate (AFRL/ PR) programs, Wright- Patterson AFB, Ohio. These non-personal services are highly specialized in nature and are required to insure timely completion of in-house research efforts for the following divisions: Turbine Engine Division, Propulsion Sciences + Advanced Concepts Division, Power Division, Rocket Propulsion Division and the Integration and Operations Division. 3. Technical Capabilities: See the attached word document entitled Technical Capabilities. 4. Capabilities Package: The technical capability package shall contain documentation from the contractor showing acceptable and continued experience in all of the above tasks for the performance of the contract. All interested firms having the capabilities and experience in the above listed areas are invited to submit a descriptive capability package. Contractor is required to provide all management and labor required for the operation and management of the functions listed. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 20 single-spaced, 10 point type pages. Offerors shall include in the Capabilities Package a statement that the offeror is a certified 8(a) contractor. The standard for small business status will be in accordance with NAIC 541330. Therefore, a small business shall be those businesses that have less than $23,000,000.00 in annual receipts.
