Description
The Federal Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Asbestos/Lead Sample Collection and Analysis. The location of the work will be within a sixty (60) mile radius of the Naval Base; however, it is anticipated that the majority of the work will be performed at the Naval Base, Norfolk and the Norfolk Naval Shipyard. The contractor shall provide all management, labor, incidental engineering, travel, transportation, equipment, materials, and supervision necessary to properly identify asbestos and/or lead, physically collect or pickup samples, perform certified laboratory analysis, and other specific services to be identified in the solicitation. The NAICS Code for this procurement is 541380 and the annual size standard is $6,000,000. The contract term will be a base period with four option years. The total term of the contract, including all options, will not exceed 60 months. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised. This project will be solicited by use of best value source selection with requirements for a technical and price proposal. Both a technical and price proposal must be submitted in accordance with the instructions set forth in the solicitation. Technical proposals will be evaluated on past performance and technical capability, which consists of corporate experience, key personnel, and quality control. Evaluation factors requirements will be further outlined in the solicitation. The Government intends to evaluate proposals and award a contract utilizing best value source selection without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. Therefore, each initial offer should contain the offeror’s best price. This proposed contract is being solicited as a 100 percent set-aside for small business. The Government will only accept offers from small business concerns. The availability of this solicitation will be limited to electronic media; the solicitation will be available for viewing and downloading, free of charge, via the electronic website: http://esol.navfac.navy.mil. The official planholder’s list will be maintained on, and may be printed from the website. All prospective offerors and planrooms are required to register as planholders on the website. Notification of any updates or amendments to the solicitation will be posted on the website only. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY REVIEW THE WEBSITE FOR CHANGES. The solicitation will be made available approximately 01 August 2003. Note: All Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a DoD contract.
