Description
NASA/JSC has a requirement for the continued design, manufacture, and test of components that will provide a permanent repair of damaged ammonia fluid lines on the International Space Station (ISS) Active Thermal Control System. This effort is a follow-on contract for the continued design and development of tools that will be used to perform a permanent repair of damaged fluid lines on the ISS Active Thermal Control System. The contractor will complete the design, development, and delivery of hardware to repair onboard tubing. The major component that requires further development is the "Smart Seal". The smart seal will be designed to provide a gas tight interface between existing tubing and any gas line component assembly welded to the smart seal weld preparation. NASA/JSC intends to purchase the items from Oceaneering Space Systems in accordance with 10 U.S.C. 2304(c)(1), Only one responsible source. This is a follow-on contract for the continued development and production of the FLRC and award to any other source would result in substantial duplication of cost. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 5, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
