Description
The Naval Sea Systems Command intends to release a 100% Small Business Set Aside Request For Proposal (RFP) on or about 19 March 2004 for the procurement of 16 STC plus an option for eight additional craft for FY 05. The NAICS Code for this procurement will be 336612 (Boatbuilding), which constitutes a Small Business Size Standard of 500 employees. The contract type is Firm-Fixed Price. The STC shall be new construction. The STC shall be constructed of FRP and conform to ABS and ABYC requirements. The delivery schedule requires the firm quantity of 16 STC to be delivered over a twenty-one month period. The solicitation will include a Specification and Detailed Drawing package. The Request for Proposal (RFP) will provide the STC specification along with instructions on how to obtain the STC drawing package CD-ROM. Technical and Price Proposals will be required. Companies capable of building sailboats of rugged and proven construction meeting the characteristics and capabilities described below and in the RFP are encouraged to submit proposals. Principal characteristics of the STC are: 44.3 ft overall length, 12.6 ft beam, 7.4 ft full load design draft, and 31,000 lbs full load displacement. The USNA STC is not a commercial sailboat, but will be used for professional development and training for USNA midshipmen. As such, the USNA STC will have capacity for a crew of ten and will be capable of ocean transit and extended motoring with diesel auxiliary. The craft will be raced under ORC/IMS rating rules. The craft will be provided with a head, galley, dining area, berthing for nine crew, and ample stowage both below and above decks. All elements of construction, joiner work, systems, equipment, and fittings will be rugged, reliable, and capable of withstanding the effects of daily, heavy use. All requirements for the construction of the USNA STC will be in accordance with the STC specification and STC drawing package. STC systems and equipment, including propulsion, auxiliary, and electrical, will be identified in and installed to the STC specification and STC drawing package requirements. The RFP will also contain Integrated Logistics Support and Data requirements. Integrated Logistics Support requirements include such items as commercial off-the-shelf technical manuals, shore based spares, crew familiarization, and a STC owner?s manual. Data requirements include such items as STC letters of compliance, contract problem identification reports, engineering change proposals, request for deviations/waivers, contractor construction drawings, and test and trials reports. The RFP will also request specific information regarding manufacturers? construction processes for the STC. IGES/DXF data for the hull, deck, keel, and rudder will be provided as Government Furnished Information after contract award.
