- Naval Air Systems Command (NAVAIR) ? Orlando, TSD intends to issue a Firm Fixed Price (FFP) commercial contract to Buffalo Computer Graphics, Inc (BCG) on a sole source basis. This FFP contract will be to provide technical support and PCS-100 VMS upgrade to the existing simulators at Afloat Training Group Middle Pacific, Pearl Harbor. This upgrade is required for compatibility and comparability of the systems throughout the Smart Destroyer Program. This notice of intent is not a request for competitive proposals.
