Description
It is the intent of the National Library of Medicine (NLM), National Institutes of Health (NIH) on behalf of the Specialized Information Services (SIS) division to procure professional services on a sole source basis from Interactive, Inc, Virginia. The purpose of this procurement is to acquire professional services to support NLM?s Tox Town web site. The period of performance is for a base period of one (1) year with two one-year option periods. Specifically, the contractor shall: (1) Develop interface concepts ? The contractor shall draw on discussions with SIS staff and a review of current children-focused web sites to develop a pictorial user interface depicting a game-like scenario that highlights everyday and commonly encountered chemical substances. Product-to-be-delivered will include an information presentation of ideas and will include simple conceptual sketches to illustrate ideas. Experience with development of multi-media web applications and experience in working with biomedical content is required. In addition, familiarity with SIS databases is desirable because integration with the other SIS databases will be a component of this concept. (2) Chemical-oriented scenario and prototype user interface ? Based on direction from the government, the contractor shall develop a storyboard(s) with artist drawings/sketches to support a children?s chemical-based scenario for ?Tox Mysteries?. Development of the storyboard will be through an iterative design process, working closely with the government information specialists. If the storyboard design is approved for implementation, then the contractor will develop a web-based prototype of the scenario. Formal training in Fine Arts as well as experience in rendering drawings in the digital web environment is required. Experience in teaching and preparation of educational materials is highly desirable. Experience in development of children?s education computer games or interactive, learning web sites is required. Expertise in programming and software design and development, plus state-of-the-art multimedia IT technologies used in software development is also required (e.g., Flash, Java programming language). Experience in development of biomedical application, particularly with chemical-oriented focus is highly desirable. (3) Consulting services for information visualization ? The contractors shall provide consulting services as needed related to the implementation of the SIS Information Visualization plan and other tasks and projects associated with SIS responsibilities with respect to visualization. Expertise in multimedia technologies and graphic design is required for this task. NLM has determined that Insuractive, Inc. is uniquely qualified to provide these services. The company has working knowledge and experience with chemical and biomedical applications. The staff includes Ms. Mary Higgins who was the original web developer and creator of the Tox Town graphic portal developed for NLM. Ms. Higgins, as the system architect, has an in-depth understanding of the computer architecture of this software and a demonstrated knowledge of the environmental health content related to this application. Her involvement in the conceptual design and initial implementation of Tox Town gives her a unique understanding of the application. This proposed acquisition will be procured under FAR Part 12 ? Acquisition of Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a proposal in a timely manner that will be considered by the Government. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office within seven (7) calendar days from the publication date of this notice. Proposals must include pricing information.
