- The purpose of this Request for Information is to solicit industry comments regarding the proposed schedule for our upcoming acquisitions for natural gas. DESC-A is contemplating award of the contracts 6-9 months prior to the commencement of the contract period of performance (e.g.: award of contract during Jan - Mar 2005 timeframe for a tentative period of performance beginning 1 October 2005 ? 30 Sep 2008.) Your comments are strictly voluntary. Please provide any benefits, risks (market, financial, etc.), or concerns regarding issues that may effect your proposed adjustment factors or any other impact (positive and negative) on price you feel will result from awarding several months in advance of the start date. Your feedback pertaining to the potential impact to any of your current business relationships or arrangements would also be beneficial. You are encouraged to take the opportunity to provide comments or suggested changes; please provide feedback regarding the acquisition process (positive and negative) and how this process maybe improved. The comments received from you will not be publicly attributed to you, however the comments and feedback are the property of the government and may be used to improve Installation Energy Programs. Responses shall be provided in electronic form (Microsoft WORD, EXCEL, or PowerPoint) to the contract specialist at DESC, Brenda.Delawder@dla.mil and phone (703) 767-8546, no later than 2 April 2004. Company information should include qualifications and experience in work of this nature, point of contact, business size and disadvantaged, 8(a) or HUBZone. Any information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this market survey. This announcement in no way obligates the Government to issue a solicitation or otherwise make a contract award. There is no solicitation available at this time. Requests for solicitation will not receive a response. This letter is published for market research purposes only, and in no way obligates the Government in an award of any contract.
