- This requirement is being synopsized for information purposes only on a sole source basis. Proposals are not being solicited. Civilian Personnel Management Service has a requirement to provide a senior-level leadership course to Defense Leadership and Management Program (DLAMP) participants as the final element prior to program completion. The course must complement and build upon the leadership competencies developed through other program elements. These include the leadership course provided to DLAMP participants upon admission to the program, instruction in ?military-style? leadership provided through Professional Military Education, and business/management skills acquired through the graduate education requirements of the program. The Brookings Institution has been selected to provide this course.
