Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 01-20. The requirement is being solicited as a 100% Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 13. The NAICS Code is 561790 with a Small Business Size Standard is 6 million. Solicitation number DTCG80-04-Q-3FAC69 applies. A Firm Fixed Price Purchase Order is anticipated. The Contractor to provide all equipment, labor, materials, parts, services, including all travel and shipping costs as necessary to renew engine room ventilation ductwork onboard the USCGC LEGARE (WMEC 912). All work to be accomplished in accordance with the specifications cited here in. Place of Performance: USCGC LEGARE (WMEC 912) is 4000 Coast Guard Blvd, Portsmouth, VA. Period of Performance: 04/26 thru 05/25/04 (30 calendar days). BASE ITEMS:CLIN 0001 ? RENEW ENGINE ROOM VENTILATION DUCTWORK 1 JOB$____ OPTION ITEMS:CLIN 0001AA ?RENEW DECK PLATING 1 (16SQFT) $____CLIN 0001AB ?PRESERVE ALL INTERIOR DUCT SURFACES 1 JOB $____CLIN A COMPOSITE LABOR RATE 300 HRS $___ SPECIFICATIONS: Renew Engine Room Ventilation Ductwork 1.1 Scope. This work item describes the requirements for the Contractor to renew all port and starboard engine room ductwork and Engineering Control Center (ECC) ductwork. 2. APPLICABLE DOCUMENTS and Drawing will be provided upon requested. 3. REQUIREMENTS 3.1 General. The Contractor shall conform to all requirements specified in Std Spec 0000_STD and in this item, as applicable, during the performance of this availability. NOTICE! The requirements of paragraph 3.1 (General) apply not only to all work under the scope of this contract, whether explicitly stated in work items or not, but also to all other work subsequently authorized by changes, modifications, or extensions to the contract. 3.2 Temporary ventilation. The Contractor shall provide all equipment and services necessary to ensure continuous positive ventilation in all compartments (affected directly and indirectly by contract work). Ventilate compartments in accordance with 29 CFR 1910.94, 1926.57, or 1926.353, as applicable; ANSI/ASHRAE 62, Section 6.1 (Ventilation Rate Procedure), and ASHRAE Std 26, Paragraph 4.9 (Ventilation). When ventilation is shut down due to contract work, provide ventilation to manned compartments equivalent to the normal zonal ventilation rating for that space. Provide additional exhaust ventilation to spaces contaminated by fumes caused by contract work (preservation, cleaning, adhesive application, 3.3 Gas-freeing requirements. The Contractor shall certify all spaces and components ?ATMOSPHERE SAFE FOR WORKERS? and ?SAFE FOR HOT WORK?, as applicable, in accordance with NFPA 306, in lieu of what is specified in Std Spec 0000_STD, paragraph 3.4 (Gas-freeing). Be aware that work necessary to certify spaces and components includes, but is not limited to opening, ventilating, cleaning, and maintaining the safe conditions for the duration of the work being performed. 3.4 Welding and brazing requirements.3.4.1 General. The Contractor shall accomplish all welding and allied processes, including non-destructive testing (NDT), in accordance with Std Spec 0740_STD and the following deviations: Disregard paragraph 20.1.3.2 of Appendix A (Commercial Welding Standards). Replace paragraph 20.2.2 of Appendix A (Commercial Welding Standards) with the following: 20.2.2 Prequalified welding procedures. The Contractor shall not use welding procedures identified by AWS as ?Prequalified Welding Procedure Specifications? on critical welds. For these noted critical applications, all weld procedures must be qualified by testing in accordance with the chosen regulatory code. 3.4.2 Weld inspection. When inspecting welds using visual inspection (VT), liquid penetrant inspection (PT) and magnetic particle inspection (MT); the weld surface should be clearly visible, i.e. free of paint, grease, etc. 3.4.3 Electronic equipment protection. The Contractor shall work with the COR to safeguard electronic equipment before welding to prevent damage from stray current and electromagnetic interference. Electrically isolate or disconnect ungrounded or sensitive equipment as necessary. Locate all welder ground connections as close to the work area as possible. 3.5 Contractor-provided fire extinguishers. The Contractor shall provide portable fire extinguishers in accordance with Std Spec 0000_STD, paragraph 3.16.2 (Coast Guard Fire Watch Personnel). 3.6 Quality assurance requirements for preservation of ?critically-coated? surfaces. 3.6.1 Inspection form submission. When preserving surfaces deemed ?critically-coated? surfaces, as defined in Std Spec 6300_STD, and revised below in paragraph 5.1 (Critically-coated surfaces)), the Contractor shall complete all applicable Quality Assurance (QA) Inspection Forms provided in Std Spec 6300_STD. Submit the completed forms to the COR upon completion of work. 3.6.2 Soluble salt level or conductivity measurements. In addition, as part of the preservation of ?critically-coated? surfaces, with the exception of potable water tanks, the Contractor shall measure soluble salt levels or conductivity due to soluble salts, randomly over the prepared surfaces (take 5 measurements every 1,000 ft2, or 5 total measurements for surfaces less than 1,000 ft2), using a suitable surface contamination analysis equipment. If levels of soluble salts or conductivity due to soluble salts exceed the requirements specified in Table I (Soluble Salt Threshold), wash down the affected areas, using fresh water at a pressure of 2000-3000 psi, paying particular attention to crevices, pits, welds, and reverse faces of beams. Remove all standing water and dry all affected areas, as applicable. Repeat testing and wash down procedures, until satisfactory levels are obtained. TABLE I. SOLUBLE SALT THRESHOLD. The Contractor shall be aware that interferences in way of work include, but are not limited to the following: Ventilation louvers, Filters, Ductwork, Cable runs, Fan foundation supports, Light switches, outlets and overhead lights, Insulated exhaust lines from SSDG to WHRU, Insulated J/W lines from SSDG to WHRU, Vibration Dampener on SSDG exhaust line, ASW supply to L/O cooler, DSA Line, Overhead lighting, Ductwork insulation, Vent fan and motor, Vent moisture separators, Piping, Overhead panels in Engineering Control Center 3-152-0-E 3.7.2 The Contractor shall renew all disturbed insulation in accordance with Coast Guard Drawing 905 WMEC 635-001, or NAVSEA Drawings 804-5773931, 804-5773932 and 804-5959214, where applicable. 3.7.3 After renewing the ductwork insulation, apply a coat of vapor barrier conforming with MIL-PRF-19565, Type II, to all the new insulation surfaces. 3.8 Protective measures. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness. The major machinery affected includes, but is not limited to: Ship?s Service Generator and associated equipment, Main Diesel Engine and associated equipment, LOP/DOP, Winch HDU, All electronic/electrical control equipments, Reduction gears. 3.9 Access opening. Crop out an approximately 55" x 35" access opening on the 01 deck located in 01-103-2-Q or 01-103-1-Q to facilitate the removal of large sections of ducting using Coast Guard Drawings 905 WMEC 136-003 and 905 WMEC 512-009 as a guide. 3.10 Renewal. The Contractor shall renew all port and starboard engine room ductwork for Engine Room supply systems 01-106-2 and 01-106-1, located in the Engine Room (3-103-0-E), and Engineering Control Center (3-152-0-E). 3.10.1 Port side. Using Coast Guard Drawings 905 WMEC 513-005, 905 WMEC 514-011, and 905 WMEC 514-003 as guidance, crop out and renew all ventilation ducting in the port side of Engine Room (3-103-0-E), from 01 level spool piece down to the engine room bilge level and aft to Frame 152 in the Engine Room as identified by the Coast Guard Inspector. 3.10.2 Starboard side. Using Coast Guard Drawings 905 WMEC 513-005, 905 WMEC 514-011, and 905 WMEC 514-003 as guidance, crop and renew all ventilation ducting on the starboard side of the Engine Room (3-103-0-E), from the 01 level spool piece down to the engine room bilge level and aft to frame 152, as identified by the Coast Guard Inspector. 3.10.3 Deck penetration spool. Renew the spool sections that penetrate the 01 Level into the Fan Spaces 01-103-2-Q and 01-103-1-Q, and Engineering Control Center 3-152-0-E. 3.10.4 Other ventilation renewal. Renewal shall also include all access covers, clean out openings, diffusers, vent dampers, fluorescent light mountings, valve mechanisms, all disturbed insulation, gaskets, and fasteners. 3.10.5 Deck plate renewal. After completing surface inspection per paragraph 3.13.1 and 3.13.2, and upon receipt of a Change Request from the KO, the Contractor shall renew up to an 8? x 8? section of deck plating in each plenum room. This is in addition to the plating cropped for access opening. 3.10.6 Ventilation louvers (moisture speparators). The Contractor shall renew the moisture separators for both plenum rooms, as shown in Coast Guard Drawing 905 WMEC 514-028. 3.10.7 Rubber boots and fan fasteners. The Contractor shall renew the rubber vibration boot between the ventilation fans and the deck spool piece. When restoring fans after completion of work, renew all fasteners. 3.10.8 Safety screens. The Contractor shall install protective vent screens with a 1? square grid in all supply outlets. 3.11 Cleaning. After completion of installation, the Contractor shall clean both newly installed supply system ductwork in accordance with Std Spec 5100_STD. 3.12 Closure of access openings. After completion of all ventilation renewal, the Contractor shall close the temporary access openings. 3.13 Surface preservation and insulation. The Contractor shall prepare and coat all new and disturbed surfaces to match existing adjacent surfaces, in accordance with Std Spec 6300_STD, using the coating systems specified in Table IA (Exterior Coating Systems) and Table IB (Interior Coating Systems) for: ?Freeboard/Superstructure/Mast (Freeboard/ Superstructure, Mast, Aluminum and Galvanized Steel, Option I)? ?Bulkheads (Bulkheads and Overheads, In Way of Insulation). 3.13.1 Surface inspection. After preparation of deck, bulkhead, and overhead surfaces, and prior to preservation, perform a visual inspection of the bulkhead and overhead surfaces, and submit a report to the COR within 24 hours. (Submit CIR) 3.13.2 Ultrasonic thickness measurement. The Contractor shall perform a total of 50 thickness measurements of the plenum room deck surfaces, in locations designated by the Coast Guard Inspector. Within 24 hours after completing the measurements, furnish to the COR a written report. (Submit CIR) The ultrasonic apparatus, procedure requirements, and report shall be in accordance with ASTM E797 (see 4.3 (Apparatus Standardization)). The report results shall additionally include, for each test point: Original metal thickness. Percent deterioration. 3.13.3 Install deck covering. The Contractor shall install cosmetic-polymeric epoxy resin, type III (One-Step), deck covering system in accordance with Std Spec 6341_STD. Install the new deck covering system over new underlayment. Select rickles brown as the deck covering color. Each plenum space has approximately 115 sq ft of steel deck. 3.13.4 Renew insulation. The Contractor shall renew approximately 80 sq ft of thermal blanket and 600 sq ft of acoustic board insulation in accordance with Coast Guard Drawing 901 WMEC 635-001. 3.14 Air volume and temperature measurements. Before installing ductwork insulation, the Contractor shall use suitable instruments to measure volume and temperature of exhaust air as recommended by manufacturer's equipment manuals. Record the air volume flow rate and compare the flow rate data on the applicable Coast Guard drawings. Adjust the dampers as necessary to optimize the ventilation system operation.3.15 Critical Inspection Report. The Contractor shall submit a critical inspection report (CIR) for the inspections listed in the following paragraph(s), within 24 hours after inspection completion: 3.13.1 (Surface inspection). 3.13.2 (Ultrasonic thickness measurement). 3.16 Internal ducting preservation. The Contractor shall propose a preservation method for the interior duct surfaces to provide additional corrosion resistance. Submit a proposal to the COR prior to the start of work. Coast Guard will evaluate the proposal and provide a Change Request if approved within the first 25% of the work period. 4. QUALITY ASSURANCE 4.1 Operational testing. The Contractor shall thoroughly test and prove satisfactory all disturbed shipboard equipment, in accordance with Std Spec 0000_STD, paragraph 3.20 (Operational testing) and 5.2 (Equipment operation), in the presence of the Coast Guard Inspector. 4.2 Operational test of ventilation. The Contractor shall perform a 24 hour operational test of the new ventilation systems, ensuring the fans operate at both high and low speeds, in the correct direction, with no excessive vibration, and abnormal noise. Submit a written report of all findings to the COR within 24 hours after completion of operational test period. 4.3 Apparatus Standardization. The Contractor shall perform ultrasonic equipment standardization in accordance with ASTM E797, Section 7 (Standardization of Apparatus) and Section 8 (Technical Hazards). 5. NOTES - 5.1 Ship check. Due to numerous interferences, it is important that the Contractor ship check the existing ventilation arrangement to become familiar with the work prior to submitting a bid. The purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13 as a firm fixed price supply purchase order.All questions concerning this request for quotation shall be directed to Ms. Sandra Martinez at 757-628-4591.To receive an award the company must be registered in the Central Contractor Registration Database (CCR) http://www.dlis.dla.mil/ccr/default.asp. (a) Prohibitions. Section 835 of Public Law 107296, prohibits the Department of Homeland Security from entering into any contract with a foreign incorporated entity after November 25, 2002, which is treated as an inverted domestic corporation as defined in this clause. The Secretary shall waive the prohibition with respect to any specific contract if the Secretary determines that the waiver is required in the interest of homeland security, or to prevent the loss of any jobs in the United States or prevent the Government from incurring any additional costs that otherwise would not occur. (b) Definitions. As used in this clause: Expanded Affiliated Group means an affiliated group as defined in section 1504(a) of the Internal Revenue Code of 1986 (without regard to section 1504(b) of such Code), except that section 1504 of such Code shall be applied by substituting more than 50 percent for at least 80 percent each place it appears. Foreign Incorporated Entity means any entity which is, or but for subsection (b) of section 835 of the Homeland Security Act, Public Law 107296, would be, treated as a foreign corporation for purposes of the Internal Revenue Code of 1986. Inverted Domestic Corporation. A foreign incorporated entity shall be treated as an inverted domestic corporation if, pursuant to a plan (or a series of related transactions)(1)The entity completes after November 25, 2002, the direct or indirect acquisition of substantially all of the properties held directly or indirectly by a domestic corporation or substantially all of the properties constituting a trade or business of a domestic partnership; (2) After the acquisition at least 80 percent of the stock (by vote or value) of the entity is held (i) In the case of an acquisition with respect to a domestic corporation, by former shareholders of the domestic corporation by reason of holding stock in the domestic corporation; or(ii) In the case of an acquisition with respect to a domestic partnership, by former partners of the domestic partnership by reason of holding a capital or profits interest in the domestic partnership; and (3) The expanded affiliated group which after the acquisition includes the entity does not have substantial business activities in the foreign country in which or under the law of which the entity is created or organized when compared to the total business activities of such expanded affiliated group. Person, domestic, and foreign have the meanings given such terms by paragraphs (1), (4), and (5) of section 7701(a) of the Internal Revenue Code of 1986, respectively. (c) Special rules. The following definitions and special rules shall apply when determining whether a foreign incorporated entity should be treated as an inverted domestic corporation. (1) Certain stock disregarded. For the purpose of treating a foreign incorporated entity as an inverted domestic corporation these shall not be taken into account in determining ownership: (i) stock held by members of the expanded affiliated group which includes the foreign incorporated entity; or (ii) stock of such entity which is sold in a public offering related to the acquisition described in subsection (b)(1) of Section 835 of the Homeland Security Act, Public Law 107296. (2) Plan deemed in certain cases. If a foreign incorporated entity acquires directly or indirectly substantially all of the properties of a domestic corporation or partnership during the 4-year period beginning on the date which is after the date of enactment of this Act and which is 2 years before the ownership requirements of subsection (b)(2) are met, such actions shall be treated as pursuant to a plan. (3) Certain transfers disregarded. The transfer of properties or liabilities (including by contribution or distribution) shall be disregarded if such transfers are part of a plan a principal purpose of which is to avoid the purpose of this section.(d) Special rule for related partnerships. For purposes of applying section 835(b) of Public Law 107296 to the acquisition of a domestic partnership, except as provided in regulations, all domestic partnerships which are under common control (within the meaning of section 482 of the Internal Revenue Code of 1986) shall be treated as a partnership. (e) Treatment of Certain Rights. (1) Certain rights shall be treated as stocks to the extent necessary to reflect the present value of all equitable interests incident to the transaction, as follows:(i) Warrants; (ii) Options; (iii) Contracts to acquire stock; (iv) Convertible debt instruments;(v) Others similar interests.
