Description
STATEMENT OF WORK CONTRACT DOCUMENT SCANNING DITCO-PAC, PEARL HARBOR, HI WORK TO BE PERFORMED The contractor shall be required to accomplish the following tasks: Task 1: Provide for one trip to DITCO-PAC to organize the documents that are to be shipped.. This task includes reviewing the documents to be shipped by the Government to the Contractor’s Facility. Coordinating on packing of the contract files, and providing advice on the placement of dividers within the boxes to assist the scanners in the creation of the electronic folders. Task 2: Digitally scan approximately 200,000 pages of documents (roughly 50 boxes) onto CDRoms in a PDF format. This task involves unpacking and organizing the documents for the scanning effort. It also involves repairing documents, and copying unscanable pages. Bar code sheets must be placed between each document to notify the scanning software that the document is complete. The bar code sheets must provide a method to locate individual documents within the database. Mail the CDRoms back to DITCO-Pac. Task 3: Upon completion of the scanning effort, repackage the documents in the shipping boxes, prepare the requisite SF135s in accordance with NARA guidelines, label and ship the file boxes to the National Archives and Records Administration (NARA). Mail copies of the SF135s back to DITCO-Pac. Task 4: Contractor must upgrade the government Kodak 3500 digital scanner by purchasing and installing the current Kodak Mid Volume Capture Software (MCVS) version, purchase and install a production “dongle”, and provide training on the scanner for government employees. The Contractor must also create two output scripts. The first script must be a format compatible with the index values designed for a Content Services Application. The second format must be a flexible scanning application that would support general scanning requirements. LOCATIONS The DITCO-PAC is located at Pearl Harbor, HI. PERFORMANCE PERIOD The performance period is contract award through December 31, 2004. DELIVERABLE SCHEDULE The contractor shall coordinate a schedule with DITCO-PAC personnel after contract award. Invoices will be submitted periodically to DITCO-PAC after significant billing events. SECURITY CLEARANCE All data will be taken from the contract documents, which are unclassified. A DD254 shall be provided to the contractor for the duration of the project due to OPSEC, FOUOI, and Contractor Proprietary information concerns. The contractor shall prepare the DD254 for government approval. APPLICABLE STANDARDS 1. The contractor shall make the images in PDF viewable with Acrobat 5.0 (or higher) viewing software. 2. The contractor shall assure that the disks are created in ISO 9660 format. 3. The contractor shall not use any proprietary software. ACCEPTANCE CRITERIA DITCO-PAC will approve payment of invoices. SPECIAL CONSIDERATIONS None. GOVERNMENT PROVIDED SERVICES 1. Access to the facility and visitor badges as appropriate. 2. Copies of all required documents. 3. A letter to the contractor stating that the contractor is on “Official Government Business” so they can get the JTR rates at local hotels that participate. The contractor shall provide the letter for DITCO-PAC signature. 4. A DD254 in accordance with the Security Section above. 5. Standard Archive boxes for the documents. 6. Ship the documents to the contractor for scanning. 7. Coordination with the contractor for the completion of the SF135s for NARA. 8. Access to a “Class A” telephone while on government site. CONTRACTOR PROVIDED EQUIPMENT AND SUPPLIES The contractor shall provide all additional equipment and supplies unless specifically called out for in the cost estimate or under the “Government provided Services” section above.
