Description
The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ? San Diego intends to solicit and award a cost-plus-fixed-fee contract to The Boeing Company, 7755 E Marginal Way, Seattle WA 98124-2499 on a sole source basis for Systems Engineering Services to provide Software Upgrades and Installation support for the Ultra Small Aperture Terminal (USAT). Boeing is the developer of the USAT. This requirement is a follow-on of effort to upgrade the capabilities of the current USAT to increase the effective isotropic radiated power (EIRP) of the USAT transmit array and complete the control software. The proposed requirement will also include support of the USAT installation and check-out in a ground mobile vehicle (GMW). This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in the duplication of cost and time to develop the technical capability within another contractor?s workforce resulting in substantial added cost that is not expected to be recovered through competition. The applicable North American Industry Classification System (NAICS) Code is 541330, and the size standard is $23M. The anticipated period of performance will be approximately one year; specifically, a one-month base period and four-options with varying performance periods with an estimated value of $285,000.
