Description
The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to solicit on an other than full and open competition basis, R&D, engineering and technical services in support of the U.S. Joint Forces Command?s Joint Experimentation Program and Joint Futures Lab execution of joint concept development and exploration. An estimated 175,000 man hours of support are required during the period from 3 May 2004 through 31 July 2004. The services will be provided through a modification to contract N00140-01-C-H001 with General Dynamics Corp. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The purpose of this acquisition is to allow sufficient time to complete the procurement process for the competitive follow-on requirement. The follow-on requirement has been solicited, and proposals are due on 31 March 2004. Contract N00140-01-C-H001 is a cost plus award fee level of effort type of contract. The Government intends to solicit and negotiate with General Dynamics since they are the only source that currently has the requisite personnel in place to the perform the required services. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The applicable NAICS code is 541710 and the size standard is 500 employees. Numbered notes 22 and 26 apply.
