- ?This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? The Naval Undersea Warfare Center Division, Newport intends to solicit engineering and technical services in support of Undersea Warfare Systems (UWS) from Concept to Realization through application of simulation-based development, range development, engineering analysis and design, fabrication, and test and training in representative environments. An integral part of this tasking is the Carrier Phase Differential Global Positioning System (CP-DGPS) acoustic underwater surveys on U.S. Navy undersea ranges. This is the only technique that provides the required Time, Space, Position and Information accuracy needed in the evaluation of undersea warfare participants or weapons. This acquisition will be processed per FAR 6 as a sole source to Mikel, Inc. Mikel is the only known source that can perform the CP-DGPS acoustic underwater surveys. Mikel has the experience with the development of the CP-DGPS and possesses the unique technical qualification and background expertise needed. A five year ID/IQ cost type contract with cost plus fixed fee provisions is planned. Anticipated tasks including: Undersea Tracking Range Improvement; System Architecture and Integration; Test and Evaluation; Algorithms/Software Development; Detection of Active Tracking Signals; Estimation of Time Difference of Arrivals; 3 Dimensional Localization; Target Motion Analysis; Track Rectification; and Ground Truth Display of Tactical Parameters. Estimated Level of Effort is 17,000 hours. Estimated RFP release date is 3/31/04. See Note 22. Our department no longer issues solicitations or amendments in paper form.
