Description
?This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? The Naval Undersea Warfare Center (NUWC) Division Newport is tasked with the development and installation of a Fixed Naval Gunfire Scoring System (FNGSS) using an undersea cabled system comprising a field of sensors. The FNGSS acoustic sensor system will be installed within the Navy?s existing Tactical Air Combat Training System (TACTS). The TACTS operating area is located approximately 45-nautical miles offshore of Beaufort, South Carolina. The determination of the sea-floor composition will set the specification requirements for the type of burial equipment that is to be used to complete the installation. The presence of hard sub-bottom features may require local positional adjustments of the planned trunk cable and/or sensors locations. The determination of the sea-floor composition; bottom lithology, sediment thickness, and potential presence of bottom or sub-bottom features or objects will require the collection of sub-bottom profiling data and bottom core samples. ? The basic requirement is that the contractor shall conduct a sub-bottom profiling survey. There are also four (4) Option tasks to: Collect 8 bottom rock core samples if the bottom is comprised of ?hard-bottom?; Collect four (4) sediment core samples if the bottom is composed of overburden sediments; Conduct an unconfined compression test and a total hardness test on all eight (8) rock core samples and provide the results of the analysis in a comprehensive report; Conduct a phi-size analysis on all four (4) sediment samples and provide the results of the analysis in a comprehensive report. A Cost Plus Fixed Fee Completion type contract is anticipated. A written solicitation will be issued. Award will be based on the Best Value to the Government. Offers will be evaluated on two evaluation factors, TECHNICAL CAPABILITY (subfactors: Technical Approach, Past Performance) and COST. The period of performance is 120 calendar days from the date of award. This solicitation is issued on an unrestricted basis. All responsible sources may submit a proposal which shall be considered by the government. Telephone requests will not be honored.
