- The Wyoming Army National Guard is contemplating the award of a Flat Rate or Cost Per Copy Copier Lease Indefinite Delivery-Indefinite Quantity (IDIQ) contract. Work will be performed in accordance with the performance based statement of work and sp ecifications. Propspective contractors are encouraged to submit proposals on both a fixed price and cost per copy rate. The contrat period will be for a base year with four (4) option years to be exercised at the discretion of the government. The entire contract period to include options will not exceed five (5) calendar years. NAICS Code 532420. Small Business size standard is $21,000,000 averaged over a three year period. This is a one hundred percent (100%) total small business set-aside. Prospective offerors must submit a proposal for copier leases that can be based on a flat rate or cost per copy program or the proposal may address both. Source selection priority shall be price, past performance, and service capabilities. Price and past performance are equal but when combined are significantly more important than service capabilities. Awards will be made to offerors whose proposals, are responsive and conforming to the RFP and are determined to be most advantageous to the Government in terms price, past performance, and service capabilities.
