- This is a Pre-Solicitation notice for a commercial item acquisition in accordance with FAR Part 12. The NAICS code for all interested small businesses is 541512. The size standard for this NAICS code is $21 million. The U.S Department of Transportation (USDOT), Federal Motor Carrier Safety Administration (FMCSA) and National Highway Traffic Safety Administration are seeking the demonstration and pilot implementation of an existing Oracle/Windows-based commercial off the shelf (COTS) software program to perform estimating and projection of salary and benefit costs. This salary management system must have a history of successful implementation and include automated support for the development of position, FTE, and payroll data. The system must be able to import data from multiple USDOT proprietary (Payroll, personnel, and financial) systems and accurately calculate FTE and payroll forecasts. The procurement covers two USDOT Operating Administrations (OAs) consisting of approximately 1,700 Federal FTE. The solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. However, interested parties can register at the aforementioned site to receive procurement announcements/notifications of postings by e-mail. The Government anticipates issuing a Solicitation on or about 03/30/2004 by posting it on the website www.fedbizopps.gov. The estimated proposal due date will be on or about 04/30/2004, with an estimated award date of 05/17/2004. Since the solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. The FMCSA anticipates making one award as a result of the solicitation. The FMCSA anticipates the award of a fixed price contract. The estimated period of performance is 180 days from date of award. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME.
