- Rotary Wing Standardization Pilot ISSUANCE DATE: 3/17/04 CLOSING DATE: 4/16/04 SOLICITATION NUMBER: PSC-0004-018 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base, Florida. The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in Central and South America. The Office of Aviation performs this mission using a fleet of 160 fixed and rotary wing aircraft, 1,000 Contractor personnel, and 40 Government and personal services contractor personnel, operating in the United States and various Latin American countries. PURPOSE: The purpose of this personal services contract position is to serve as the Rotary Wing Standardization Pilot for the Office of Aviation; to provide academic and flight instruction in single and multi-engine helicopters; to oversee contractor and host nation rotary wing academic and flight training; and to administer the Department of State Rotary Wing Standardization Program. The Contractor employee is required to develop, coordinate, and implement the flight standardization program for U.S. Government, contractor, and host nation rotary wing pilots. The Contractor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying rotary wing assets within or to OCONUS locations. 2. STATEMENT OF WORK Develop, coordinate, organize, implement, and oversee a comprehensive Rotary Wing Flight Standardization program for the Office of Aviation. Provide academic and flight instruction to USG personnel assigned to perform rotary wing pilot duties at Patrick AFB, Florida or OCONUS locations. Training includes the full range of theory, formal classroom instruction, and actual flight practice. Apply the ?Fundamentals of Instruction? as listed in the FAA Flight Instructor?s Handbook during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate Rotary Wing Aircrew Training Manual (ATM). Provide instruction to and or evaluate USG personnel, DoS Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots, and Host Nation Standardization Instructor Pilots on the DoS INL Office of Aviation Flight Standardization Program. Training includes instruction in DoS flight operating rules, use of the Guide to Aviation Training and Standardization, use of the Aircrew Training Manual (ATM), and standardization program management. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Rotary Wing Standardization Program. Through the contractor rotary wing standardization instructor pilot, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and avoidance of duplication of training effort. Collect, review, and disseminate data on rotary wing tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to the Office of Aviation rotary wing standardization program. Perform contract oversight of contractor rotary wing flight training and standardization. Ensure that contractor pilots, flight instructors, and standardization instructor pilots conform to the standards of the Office of Aviation Rotary Wing Standardization Program. Prepare periodic contractor performance reports for the Contracting Officer?s Representative. Perform flight duties as a Helicopter Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot. Flight duties include day, night unaided, and with Night Vision Goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include the following techniques: Nap-of-the-Earth (NOE) flight (flying as close to the earth?s surface as vegetation and obstacles permit), Contour flight (flying 50 to 100 feet above ground level {AGL} at airspeeds up to 120 Knots Indicated Airspeed {KIAS}), and Low-level flight (flying between 100 and 500 feet above ground level {AGL} at airspeeds up to 120 Knots Indicated Airspeed {KIAS}), External load operations utilizing the helicopter mounted cargo hook, rescue hoist operations utilizing the High Speed Rescue Hoist, and emergency procedures training tasks for initial entry rotary wing (IERW) student qualification. 3. COMPLEXITY The Contractor employee performs Rotary Wing flight standardization oversight of U.S. Government, contractor and host nation helicopter pilots operating in four countries and at multiple forward operating locations. The Contractor employee develops the required Multi-national Rotary Wing Pilot Training programs, plans, policies, and procedures for the Office of Aviation. This includes coordinating recommendations from standardization committees, consulting with the Director of Operations regarding ongoing projects, providing guidance to contractor, host nation and USG instructor pilots and standardization instructor pilots, and overseeing implementation of the rotary wing standardization program. The Contractor employee performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness and flight safety of aviation operations in support of the counter-narcotics mission. 4. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL Office of Aviation Aircrew Training Program, to successfully complete a FAA second class medical examination annually. 5. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Flight duties are performed in UH-1 series helicopters at the main base at Patrick AFB, Florida; however, the Contractor employee may be required to perform flight duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. B. MINUIMUM QUALIFICATIONS: General knowledge of the Office of Aviation Aircrew Training and Standardization Program, including operating directives, training and standardization publications, aircrew training manuals and related documents. Knowledge of U.S. FAA Regulations, including FAR Parts 1,61,67,91, 133, 135,137,141,143,and 830. Knowledge of tactical employment of rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of Office of Aviation aircraft. Extensive experience as a flight instructor and/or standardization instructor pilot in the training and standardization of rotary wing pilots within a formal Aircrew training program. Skill in the operation of rotary wing aircraft as a flight instructor. Certification as a U.S FAA Flight Instructor, Rotorcraft-Helicopter or equivalent experience as a U.S. military rotary wing instructor pilot. Certification as a U.S. FAA Commercial Pilot with Rotorcraft-Helicopter-Instrument rating. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established INL/A Aircrew Training Program. Ability to perform staff actions as required to support aviation operations, revise standing operating procedures/manuals/training programs, and provide appropriate recommendations to the Director of Operations. Ability to perform staff duties and functions as directed. Preferred Qualifications: Certification as U.S. FAA or U.S. military rotary wing instrument flight instructor/evaluator. Knowledge and skill in the use of Personal Computers and Micro Soft word processing systems. C. EVALUATION CRITERIA: Factor 1. (Contract Oversight). Offeror?s ability to: a. Provide academic and flight instruction to USG personnel assigned to perform rotary wing pilot duties at Patrick AFB or other locations. b. Ability to apply the Fundamentals of Instruction to teaching the full range of theory, formal classroom instruction and actual flight practice to novice and experienced pilots. c. Provide instruction to and evaluate USG Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots and Host Nation Standardization Instructor Pilots on the INL/A Flight Standardization Program. d. Perform flight duties, as a helicopter Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot, during day, night unaided, and night vision goggle conditions and in both visual (VMC) and instrument meteorological conditions (IMC). e. Perform flight tasks including Nap-of-the-Earth (NOE), Contour, and Low Level flight during day, night unaided and night vision goggle conditions. f. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. E.
