Description
It is the intent of the National Library of Medicine to procure services from one or more companies providing museum exhibition fabrication services under FAR Part 12 - Commercial Items Acquisitions. The anticipated for a period of performance is for a Base Year with 4 successive one-year options. The National Library of Medicine (NLM or the Library), a part of the National Institutes of Health, located in Bethesda, Maryland, is the world's largest medical library. The Library collects materials in all areas of biomedicine and health care, as well as works on biomedical aspects of technology, the humanities, and the physical, life, and social sciences. The collections include over 5 million items?books, journals, technical reports, manuscripts, microfilms, photographs and images. The Library also maintains one of the world's finest collections of old and rare medical texts, manuscripts, and incunabula. The public may view the Library?s collections through several methods such as online databases, reading rooms, or through interlibrary loan. The Exhibition Program expands on the Library?s mission to provide health information to the public. Since 1996, the Exhibition Program has produced museum quality exhibitions about history, science, medicine, and technology for installation in the Library?s lobby and rotunda galleries. Exhibitions in the 4000 sq ft gallery space and the 2000 sq ft lobby are typically installed for 18 months, dismantled, and then reconfigured for the next show. The purpose of this Source Synopsis is to identify support services for the Exhibition Program at the Library for production of museum quality, moderate sized exhibitions, refurbishing and adding to existing exhibitions, and traveling and managing exhibitions. The work will include traveling to the Library to meet with exhibition staff, exhibition designers and other consultants; consulting with Library staff, exhibition designer and other consultants during the development and production process; inspecting the exhibition site; assessing the refurbishment of existing exhibitions; fabricating exhibition furniture and temporary exhibitions; maintaining existing exhibitions; preparing production schedules and cost estimates for the work; providing shop drawings for review and approval prior to fabrication; providing measurements for gallery spaces; fabricating and installing the exhibitions; providing as-built drawings; and providing technical, maintenance, and installation manuals. Manage, insure, ship, and install traveling exhibitions may be a part of this contract. Design is not part of this mechanism. Independently, and not as an agent of the Government, the Contractor shall provide professional services including all labor, materials, equipment, tools, travel, facilities (except as otherwise specified herein), and perform all necessary services for the following exhibition related work. Sample Task include but are not limited to the following Types: A. Coordination of the work through a Project Manager for all technical and administrative requirements under this contract. B. Preparation of status reports. C. Development of cost estimates, specifications, and schedules. D. Development of value engineering recommendations. E. Development and preparation of detail and shop drawings. F. Travel to the Library to assess and develop the work, prepare estimates to individual requests for services, provide measurements of gallery space and inspect site. G. All cabinetry/casework, metal work, Plexiglas work relating to fabrication of exhibitions from simple interior case fittings such as pedestals and panels, to total production of furnishings for exhibitions of up to 10,000 square feet and traveling exhibitions. Contractor should be experienced with wood, metal, laminates, Plexiglas, and integrating audiovisual and electronic elements into static displays. H. Interactive units that might require prototyping, might include electrical/computer components, audiovisual equipment, and fiber optics and other lighting. I. Silk-screening capabilities and general graphic production including large-scale digital output, matting and framing, photomural mounting, electronic production of graphics and text labels, traditional typesetting. J. Artifact mounting and art handling. K. Installation of lighting equipment including fiber optics. L. Shipment, installation, and finishing and cleaning of all fabricated units, signage, banners, furnishings, audiovisual and electronic elements, and other non-original exhibition items. M. Availability on an as needed basis for repair, installation, deinstallation of components that may/may not have been originally the Contractor?s responsibility. If components in question were originally purchased or fabricated by the Contractor and fail due to manufacturer error or fabrication errors, the Contractor shall replace the purchased element with a new piece, or repair or refurbish or refabricate the faulty fabricated element as needed without additional cost to the Library for the duration of the manufacturer?s warranty for purchased components and up to eighteen months after completion and acceptance of work for Contractor fabricated components. N. Submittal of a closeout package which shall include all National Library of Medicine supplied reference materials, photographs, artwork, materials and samples, computer disks; all Contractor produced media, maintenance manuals, line drawings or diagrams showing all connections and joints between knock down components and keying, for assembly sequence, and as built drawings as required; touch-up kit; detailed installation manuals as required; list of all equipment and serial numbers, and all manufacturers? warranty cards, instructions, manuals, etc. for purchased elements. O. The Contractor shall provide transportation to and from the fabrication site for all materials, equipment and personnel. The Contractor shall provide all personnel necessary to complete the requirements of the contract. Included in the requirements are estimators, project managers, all fabrication and installation technicians, company administrative support staff, and an on site installation supervisor who will work directly with the on site installation crew including Library staff, consultants, and the Contractor?s staff in implementing the work requirements. For each request for design specifications the Contractor shall appoint a Project Manager and designate an on site Supervisory Exhibits Specialist. The same person may be responsible for the tasks required in both positions. The Contractor shall meet the following minimum requirements for personnel: Financial Administrator: Clerical: Zero to four years of experience planning, managing museum exhibition projects? costs, monitoring the financial structure of the firm, and establishing billing procedures, etc. Cost Estimator: At least 5 years experience budgeting and estimating exhibition fabrication projects ranging from $10,000 to $2,000,000. Project Manager: At least 5 to 10 years of museum exhibition fabrication experience monitoring the progress of the work from initial meetings, shop fabrication through installation phases. Responsible for administrating contract procedures, maintaining lines of communication between the shop and client, hiring and supervising sub-contractors, coordinating site installation work while always insuring that the work is performed to the contract specifications, on schedule and within budget and in a professional manner. Supervisory Exhibit Specialist (Installation): The Supervisory Exhibit Specialist (Installation) shall be appointed to each installation team. The Supervisory Exhibit Specialist (Installation) shall have a minimum experience in fabricating museum exhibitions: 3 years supervisory experience and 5 years experience in all of the following areas: museum exhibition fabrication, handling, and installation of original artifacts, and museum objects. Exhibit Designer: Although design work would not usually be requested, this individual must have at least 5 to 10 years of museum exhibition experience developing design solutions and detailing or producing shop drawing for museum exhibitions including audiovisual, electronic, and interactive components. Exhibit Detailer: At least 5 to 10 years experience detailing and producing shop drawings for complex museum exhibition projects including audiovisual, electronic, and interactive components. Supervisory Exhibit Specialist (Production): At least 10 to 15 years experience in museum exhibitions organizing and administering a staff of master carpenters, senior mechanics, and apprentices. Must have knowledge and capability of working in all materials required in the process of standard exhibition fabrication, such as structural lumber, finished woods and plywoods, plastic laminates, Plexiglas, fabrics, metal, electronics, audiovisual elements, and specialty hardware. Work includes cabinetry, woodworking, crating and cavity pack fabrication. Journeyman Exhibit Specialist (Carpentry): At least 5 to 10 years of museum exhibition experience, knowledge and capability of working in all materials required in the process of standard exhibition fabrication, such as, structural lumber, finished woods and plywoods, plastic laminates, Plexiglas, fabrics and specialty hardware. Work includes cabinetry, woodworking, crating, and cavity pack fabrication. Apprentice Exhibit Specialist (Carpentry): One to four years of experience in museum exhibitions, knowledge and capability of working in all materials required in the process of standard exhibition fabrication, such as, structural lumber, finished woods and plywoods, plastic laminates, Plexiglas, fabrics and specialty hardware. Work includes cabinetry, woodworking, crating, and cavity pack fabrication. Graphic Designer: Although design work would not usually be requested, this individual must have at least 5 to 10 years of museum experience creating graphics for exhibition environments and working with design and typesetting computer software programs (eg: QuarkXpress, PageMaker, PhotoShop, Illustrator, etc) Exhibit Specialist (Graphic Production): At least 5 to 10 years of museum experience and knowledge of photographic and graphic arts including production of all mechanical artwork, computer files and digital output, graphic typography, illustration, silk screening, hand lettering, frisketing, photo enlargement, and photography. Journeyman Exhibit Specialist (Finishing/Paint Shop): At least 5 to 10 years of museum exhibition experience in finishing of all exposed wood, metal, sheetrock and graphic surfaces; applying conventional and specialty paint materials such as high gloss enamels, lacquers, sand paints, stains, etc, for spraying and roller coat finishing. Apprentice Exhibit Specialist (Finishing/Paint Shop): One to four years museum exhibition experience in finishing of all exposed wood, metal, sheetrock and graphic surfaces; applying conventional and specialty paint materials such as high gloss enamels, lacquers, sand paints, stains, etc, for spraying and roller coat finishing. Journeyman Exhibit Specialist (Metal): At least 5 to 10 years of museum exhibition experience in working with a variety of materials from light gauge sheet material to structural steel. Works in both steel and heliarc welding techniques and has the capability for spot welding and metal polishing. Apprentice Exhibit Specialist (Metal): One to four years museum experience in working with a variety of materials from light gauge sheet material to structural steel. Works in both steel and heliarc welding techniques and has the capability for spot welding and metal polishing. Mountmaker: Minimum of 5 years museum experience handling original artifacts and creating custom cradles and mounts which might include metal, Plexiglas, or specialized materials for original artifacts and museum objects. Must have detailed knowledge of archival materials and techniques. The Mountmaker shall be accustomed to working closely with registrarial staff, conservation, curatorial, and other exhibition personnel in a museum environment. Matting and Framing Specialist: Minimum of 5 years museum experience creating custom mats and frames for a variety of original archival and museum materials including manuscripts, documents, maps, pamphlets, brochures, prints, photographs, and artistic media. The Matting and Framing Specialist shall have experience and knowledge of conservation and museum standards for handling and mounting works on paper, matting, framing, and installation techniques. Must have detailed knowledge of archival materials and techniques. The Matting and Framing Specialist shall be accustomed to working closely with registrarial staff, conservation, curatorial, and other exhibition personnel in a museum environment. Arts Handler: Minimum of 5 years museum experience handling a wide range of original artifacts, working on museum installation and deinstallation teams, working with registrarial staff, conservators, curatorial staff, and other exhibition personnel in a museum environment. Experience and knowledge of how to safely unpack artifacts, design and build crates and supports for artifact shipping, and to pack artifacts for shipping. Experience working with different museum style case systems. Physical Plant: The Offerors shall describe the availability and proposed utilization of contractor and/or subcontractor's appropriate facilities and equipment required to successfully perform the work requirements. Facility: Contractors facilities must included or have access to the following areas: 1. Woodworking area; 2. Exhibit set up area; 3. Plexiglas fabrication area; 4. Screen printing area; 5. Graphic production area; 6. Engineering/design area; 7 Spray booth area; 8 Finishing area; 9. Storage area; 10. Administrative area. Procurement: This service will be procured under FAR Part 12 ? Acquisition of Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm?s ability to meet the government?s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
